The position provides strategic leadership and oversight in the development, design and implementation of training programmes and delivery for Whole of Government that aligns to modern public sector management practices, aligns to national priorities and meets the needs of the civil service. The incumbent serves as a principal advisor to the Permanent Secretary for Civil Service on strategic learning and development policy, capability frameworks, workforce upskilling priorities, and system wide approaches to strengthening public sector professionalism and performance.
1. Drive the strategic and operational maturity of FLIPS by overseeing curriculum development, accreditation processes, capability framework design, institutional mandate, strategic planning, and mission refinement.
2. Lead and manage the implementation of continuous learning and development initiatives across the Whole of Government, the strategic direction set by the CEO and the FLIPS Board.
3. Ensure development and strengthening of leadership capabilities across the Civil Service and provide high quality advice on training trends, adult learning methodologies, and public sector capability development.
4. Provide strategic leadership to the Training Unit including managing staff, managing budget and utilisation, overseeing performance, workload and capability development.
5. Oversee the engagement with local and international stakeholders, including development partners, training institutions, and government agencies on areas of capability development, design and assurance.
6. Provide well researched technical, policy, and programme advice papers for considerations by the CEO and inclusion in Board submissions and provide high quality procedural advise within area of responsibility.
7. Establish and manage monitoring and evaluation systems to assess training impact across Whole of Government, and report programme-level results to the Chief Executive Officer for institutional and Board-level reporting.
8. Actively contribute to all corporate requirements of the Ministry, including planning, budgeting and selection activities where required.
