Senior Administrative Officer [Policy] (Ministry of Rural and Maritime Development, Disaster Management)

The position is responsible to assist the Manager Risk Management and Research to conduct comprehensive research, data collection and analysis to assist in the development of National Disaster policies and programmes. 

Key Responsibilities

1. Provide policy advice on the implementation of Fiji’s National Disaster Risk Reduction Policy (NDRRP) and the alignment of the NDRRP against the key outcomes of the Sendai Framework for Disaster Risk Reduction and regional commitments under the Framework for Resilient Development in the Pacific (FRDP).

2. Responsible for the mainstreaming of NDRRP to national planning documents such as the National Development Plan, Climate Change Adaptation Strategy and Policy and ensure consistency with sectoral policies and plans.

3. Formulation and development of policy papers pertaining to the disaster risk reduction and climate change adaptation and work with the Fiji Statistics Office on the collation of key disaster related statistics, including the development of a disaster database.

4. Support policy implementation, monitoring and evaluation and review of existing policies and programmes.

5. Draft and provide technical input into Cabinet and Council Papers, presentations, ministerial statements, parliamentary responses, press releases and speaking notes and provide updates on the implementation of Government National Development Plan initiatives, Framework for Resilient Development in the Pacific, Sendai Framework and Sustainable Development Goals.

6. Conduct national consultation on the implementation of Governments Disaster Risk Reduction (DRR) Policy and provide secretariat support to the National Disaster Management Council.

7. Actively contribute to all corporate requirements of the Ministry, including disaster and emergency operations, planning, budgeting and selection activities where required.

Knowledge & Experience

1. 1. At least 3 years’ experience in research and policy role or similar .
2. 2. Good working experience in the area of research, public policy analysis and monitoring and evaluation (M&E).
3. 3. Sound understanding of global regional and national policy initiatives and its reporting mechanism.
4. 4. Sound understanding of Disaster Risk Reduction [DRR] and Climate Change Adaptation [CCA] principles and context at national, divisional and district levels.

Skills & Abilities

1. 1. Demonstrate the ability to work collectively and provide motivation atmosphere in a team environment.
2. 2. Excellent communication skills both written and verbal to be able to present it to different audiences in a clear and accessible way.
3. 3. Proficiency in the usage of Microsoft Word programs to prepare reports.
4. 4. Ability to follow and properly interpret instruction and at the same time set timeline to complete given tasks.
5. 5. Ability to communicate well to employees and skillfully addresses issues of importance and able to resolve sensitive issues during emergency operations.
6. 6. Ability to work long hours during Emergency Periods.
7. 7. Ability to travel extensively into the divisional and rural communities in district overseeing project implementation.
8. 8. Ability to build good networks and relationships with key government agencies and donor partners.

Additional Information

Applicants for employment in the Ministry must be a Fijian Citizen, under age of 60 years, in sound health, with a clean police record. The successful applicant will be required to provide a police clearance as a condition of employment.
