Scientific Officer (REDP) (The Ministry of Public Works, Meteorological Services & Transport)

Job Description & Skills/Qualifications Required

The positions supports the functions of the Director of Energy in the area of project Management, policy planning conducting/coordinating data collection through surveys, implementing & monitoring the program and providing advice & direction to the government and the private sector, formulating implementing, monitoring and assessing the implementation and progress of energy and projects, contribute to the preparation and monitoring of the department budget, assisting in the continued development of the departments database, assisting in the identification, collection, and analyzing coordination of surveys on rural energy use.

Key Responsibilities

The position will achieve its purpose through the following principal accountabilities:

1. Assist in preparing system design for solar-related works

2. Coordinate the tender process for solar works

3. Assist performance and monitoring for Solar Home System works

4. Provide advice for the Renewable Energy Development program

5. Assist in attend meetings and provide advice on Energy Projects at stakeholder meetings.

6. Assist the department in Budget preparations and budget monitoring exercises.

 

 

 

Knowledge & Experience

  1. Successfully apply appropriate combinations of advanced concepts of engineering, economics, system theory, management, and policy to identify, formulate, and address engineering systems problems.
  2. Successfully use advanced system analysis and design tools (e.g., optimization, simulation, architecture, statistical analysis, surveys, applied principles, and heuristics to design, develop, implement, integrate, and improve systems and processes that target socio-technical integrated engineering systems.
  3. Understand and apply the relationships between the management tasks of planning, organization, leadership, control, and the human element in production, research, and service organizations, along with an understanding of and dealing with the stochastic nature of organizational and political systems.
  4. Assess the direct and indirect impact of engineering solutions on sustainable development (e.g., economic, environmental, and social factors) with a focus on energy and sustainability.
  5. Communicate effectively in written and oral form, both individually and as a member of a multidisciplinary team.

 

Skills & Abilities

  1. Ability to identify and respond to complex engineering systems problems (involving technical and socioeconomic components).
  2. Ability to apply advanced systems analysis tools in a multi-disciplinary setting to bound, plan, analyze, design, and implement solutions to engineering systems problems.
  3. Understanding of the complex interactions between the engineering system solutions and their implications on a larger scale (regional, national, global) in technological, economic, societal, and environmental systems with a view on long-term sustainability.
  4. An understanding of the value of technical, service to society, leadership, and life-long learning required to further their career aspirations in support of the needs of the community.

 

Additional Information
