The Senior Administrative Officer is responsible for ensuring the efficient and effective execution of electrification projects within the Department of Energy. This includes overseeing project planning, tendering, evaluation, procurement, and coordination of funding with relevant stakeholders. The role supports the successful implementation of both on-grid and off-grid electrification schemes by managing contractual processes, facilitating approvals, and preparing comprehensive reports to ensure timely project delivery aligned with policy and operational standards.
The position will achieve its purpose through the following key duties:
1. Project Tendering & Evaluation:
Planning and managing procurement processes, including preparing tender documents, evaluating proposals, and securing necessary approvals (e.g., Government Tender Board, Solicitor General’s Office).
2. Funding and Financial Coordination:
Liaising with the Ministry of Finance to compile and submit documentation (e.g., Requisition for Expenditure) to facilitate timely release of project funds.
3. Contract Management:
Preparing and reviewing contract agreements, obtaining approvals, and facilitating signing processes with relevant authorities.
4. Reporting & Documentation:
Preparing and submitting fortnightly, monthly, and quarterly progress reports.
Maintaining accurate project records and documentation, including liabilities and contractual obligations.
5. Work Planning & Implementation:
Developing work programs and detailed implementation plans for contractors to ensure smooth project execution.
