Principal Scientific Officer (The Ministry of Public Works, Meteorological Services & Transport)

Job Description & Skills/Qualifications Required

The position provides high-level leadership, technical expertise, and strategic management in the research, development, and implementation of solar-powered energy projects.

Key Responsibilities

The position will achieve its purpose through the following principal accountabilities:

• Monitor the hydroelectric resource assessment program

• Monitor the wind resource assessment program

• Monitor the solar resource assessment program

• Monitor the OTEC and wave resource assessment program

• Compile the hydroelectric potential report

• Implement the National Biogas program

• Assess and upgrade focal point projects

• Compile internal management reports for activities and projects within Policy Analysis portfolio

• Monitor Solar Home System program

• Drive and initiate projects on grid supply PV electric power generation

• Implement off-grid rural energy projects

 

 

 

Knowledge & Experience

  1. Experience in leading renewable energy projects, from feasibility studies to implementation and commissioning.
  2. Development and implementation of solar energy policies or regulatory frameworks.
  3. Experience in Grid Integration of solar PV systems.
  4. In-depth knowledge of photovoltaic (PV), inverters, battery storage, and system components.
  5. Experience with CAD software (AutoCAD), PV system simulation tools (ag; PV syst, Homer), and other energy modelling software.
  6. Understanding of the National Energy Policies, roadmaps, and international standards and guidelines (e.g., IEC, IEEE, SEIAPI)
  7. Experience in engaging with external partners, funding agencies, and government departments

 

Skills & Abilities

  1. Proven ability to manage, plan, and monitor multiple projects, including budgets and procurement.
  2. Ability to develop and implement long-term strategies for renewable energy development.
  3. Excellent report writing and presentation skills for technical and non-technical audiences.

 

Additional Information

Applicants for employment in the Ministry of Public Works, Meteorological Services and Transport must be Fijian Citizens, under Age 60, in sound health, with a clear police record.
