Divisional Women’s Interest Officer - Eastern (Ministry of Environment & Climate Change)

Job Description & Skills/Qualifications Required

The incumbent will be responsible to the Director Women to lead targeted women’s’ empowerment and gender development programs including the management and administration of operations delivered within budgetary allocations and agreed timelines at the Divisional level. The position internally works with the Department staffs within the Division and with officers at Head Office. Externally the incumbent works closely with Stakeholders such as government agencies, development partners, Civil Society Organizations (CSOs), Women’s’ Groups and Faith Based Organizations. The incumbent ensures the implementation of the core responsibility of the National Women’s’ Machinery for coordination, advocacy and policy advice

 

 

Key Responsibilities

1. Develop, implement, and monitor the Divisional Work Plan in alignment with the Department’s Costed Operational Plan and Business Plan, ensuring coordination, consistency, and reporting at both divisional and district levels.

2. Oversee the effective implementation of programmes under the three core thematic areas and cross cutting themes in accordance with the Strategic Direction of the National Women’s Machinery particularly in the areas of Women Economic Empowerment, Gender Climate Change Disaster Risk Management, Elimination of Violence Against Women and Girls and the cross cutting issue which is Gender Transformative Institutional Capacity Development, Women and Girl’s Leadership, Sexual Reproductive Health and Rights and Gender Statistics. 

  3. Ensure the efficient administration and management of programmes, personnel, and resources to support the achievement of divisional and district targets, while promoting accountability, timely delivery, and quality results. 

4. Provide sound policy advice and advocate for gender equality and women’s empowerment at the divisional and district levels through active participation in development forums, while delivering timely, evidence-based advice on the status of women and girls aligned with the Government’s gender priorities and the strategic direction of the National Women’s Machinery. 

5. Strengthen partnerships and coordination with key stakeholders including government agencies, civil society organizations, faith-based organizations, and development partners to support programme implementation and resource mobilization at the divisional level. 

6. Monitor and evaluate the impact of divisional programmes and initiatives, ensuring accurate data collection, reporting, and documentation of best practices, case studies, and success stories to inform national reporting and policy planning. 

7. Facilitate training, awareness sessions, and capacity-building initiatives for district officers, women’s groups, and community stakeholders to enhance knowledge and skills in gender equality, EVAWG, and leadership. 

8. Contribute to the Ministry’s corporate responsibilities, including planning, budgeting, audits, staff development, recruitment processes, and adherence to public service codes of conduct, ethics, and workplace policies. 

 

 

Knowledge & Experience

  1. At least five (5) years relevant work experience
  2. Understanding of the Fijian Constitution (2013) and all applicable laws of Fiji.
  3. Demonstrated thorough knowledge of the National Development 5yrs and 20yrs Plan, the National Gender Policy, the Beijing Platform for Action, the Convention on the Elimination of All Forms of Discrimination against Women (CEDAW) and other relevant commitments and obligations.
  4. Demonstrated knowledge of development project documentation and evaluation.
  5. Demonstrated experience in consultation, negotiation, coordination and decision making.
  6. Demonstrated knowledge of Gender Issues in Fiji.
  7. Demonstrated experience and knowledge of the Public Policies.

Personal Character and Eligibility
