Principal Climate Change Officer - Policy – Treasury Division (Ministry of Environment & Climate Change)

Job Description & Skills/Qualifications Required

The Principal Climate Change Officer - Policy (PCCO-P) will assist in developing, analysing, and monitoring climate and ocean policies to ensure the Ministry's frameworks meet the specific process requirements of the Act, effectively bridging the gap between legal provisions and practical implementation. 

 

 

Key Responsibilities

The position will achieve its purpose through the following key duties:

1. Provide evidence-based policy guidance and advice on all climate change related provisions under all parts of the Act.

2. Develop recommendations and evaluate policy efficiency to improve existing and create new climate policies for the Ministry.

3. Compile relevant reports with recommendations to senior management of the Ministry within agreed timelines.

4. Coordinate and collaborate with government agencies, communities, general public and non-governmental agencies in relation to climate policy and research matters of the Ministry.

5. Carry out research on climate change and related subject for better the policy decisions and advice.

6. Establish, maintain and sustain a database of all climate and ocean policy advisory provided.

7. Actively contribute to all requirements of the Ministry, including planning, budgeting, awareness outreach and human resource activities where required. 

 

Knowledge & Experience

  1. 1, At least five –six (5-6 ) years of experience working in climate related field or public sector policy.
  2. 2. Extensive knowledge of climate change-related issues, national priorities and domestic and international implementation and commitments; particularly the Climate Change Act 2021
  3. 3. Understanding of the technical aspects of oceans, adaptation, mitigation, climate finance, climate project development, loss and damage, and other related climate thematic areas.
  4. 4. Comprehensive knowledge of global, regional and domestic political and social issues.
  5. 5. Comprehensive knowledge of the United Nations Framework Convention on Climate Change (1992) and the Paris Agreement (2015).
  6. 6. Sound knowledge of Government procedures and procurement regulations.
  7. 7. Experience in research and policy analysis.

 

Skills & Abilities

  1. 1. Excellent interpersonal skills and the ability to communicate with national, regional and international stakeholders, partners and collaborators.
  2. 2. Ability to lead, negotiate and provide guidance to climate and oceans focal points.
  3. 3. Ability to monitor and provide analytical advisories with a demonstrated ability to establish coordination within agencies.
  4. 4. Strong planning, organisational and problem-solving skills, with high attention to detail, accuracy and the ability to deliver quality outputs within strict deadlines.
  5. 5. Capacity to utilize computer programs to support daily operations.
  6. 6. Service oriented approach, with a commitment to supporting the operational and corporate environment of the Ministry.
  7. 7. Ability to follow instructions, protocols and guidelines meeting deadlines when under pressure critical situation.

 

Additional Information

PERSONAL CHARACTER AND ELIGIBILITY

Applicants must be Fijian citizens, under the age of 60, in sound health and with a clear police record. The successful applicant will be required to provide a medical certificate and police clearance as a condition of employment.
