The position is responsible for the formulation of the medium-term Public Sector Investment Programme (PSIP) and capital budget for the annual budget using the new PSIP guidelines, ensuring that Ministries’ corporate plans are consistent with the development objectives of Government and the PSIP, and coordinate monitoring and evaluation of government’s capital projects including loan and aid funded through close liaisons with Implementing Agencies and the Ministry of Finance for timely and accurate quarterly progress reports.
The position will achieve its purpose through the following key responsibilities:
1. Finalise the structure, roles and responsibilities of the Ministry/Department and ensure effective coordination of strategic planning functions across government.
2. Formulate the medium-term Public Sector Investment Programme (PSIP) and annual capital budget in line with the new PSIP Guidelines and oversee the timely implementation of these guidelines.
3. Ensure Ministries’ corporate plans align with Government development objectives and the PSIP; coordinate monitoring and evaluation of capital projects (loan and aid-funded) through close liaison with Implementing Agencies and the Ministry of Finance.
4. Oversee the planning, coordination, implementation and review of special projects, National Infrastructure Investment Plans, and large capital projects across government.
5. Provide policy advice and support to the Minister, represent the Ministry on national and interdepartmental committees, and provide guidance on global agreements and development partner commitments.
6. Prepare bi-annual Cabinet reports on capital project implementation and quarterly QPPR reports ensuring accuracy and timeliness.
7. Oversee the Division’s work to achieve Corporate Plan and Business Plan outputs, and lead staff development through training, career development and regular performance assessments.
8. Provide project coordination and planning across all sectors, engage with development partners, and undertake any additional functions necessary to advance the national development agenda.
Personal Character
