Job Description & Skills/Qualifications Required

The Director of the Department of Roads is responsible for overseeing the strategic planning, policy development, and management of road infrastructure projects within Fiji. This includes ensuring high standards in survey and design, contract management, quality assurance, development of technical specifications, and fostering research and development initiatives to enhance the nation’s road network. The delivery of safe, efficient, and sustainable road services that meet the needs of the community and support economic growth. The Director will collaborate with various stakeholders, including governmental agencies, contractors, and the public, to enhance road safety and accessibility while ensuring compliance with regulatory standards.

Key Responsibilities

The position will achieve its purpose through the following key duties.

1. Strategic Planning and Policy Development:

Develop and implement comprehensive road transport policies that align with national development goals.

Ensure policies are regularly reviewed and updated to reflect changes in legislation, technology, and best practices.

Liaise with stakeholders, including government agencies, private sector partners, and community groups, to gather input and build consensus on policy initiatives.

2. Survey and Design:

Oversee the planning and execution of road surveys to gathering of accurate data for road design and construction.

Ensure the development of detailed and accurate road designs that meet safety, environmental, and economic standards.

Implement innovative design solutions to address unique geographic and infrastructural challenges.

3. Contract Management and Quality Assurance

Manage the procurement and contracting processes for road construction and maintenance projects, ensuring compliance with legal and regulatory requirements.

Oversee contract execution, ensuring that contractors meet project timelines, budget constraints, and quality standards.

Implement a robust quality assurance program to monitor and evaluate the performance of road projects.

4. Development of Technical Specifications

Develop and maintain comprehensive technical specifications for road construction and maintenance.

Ensure that technical specifications are consistent with international best practices and are tailored to Fiji’s specific needs and conditions.

Provide guidance and support to project teams in the interpretation and application of technical specifications.

Knowledge & Experience

  1. In-depth knowledge of road design, construction, and maintenance practices.
  2. Familiarity with relevant laws, regulations, and standards related to transportation and infrastructure
  3. Experience in budget management and resource allocation.
  4. Proven track record of managing large-scale infrastructure projects.

Additional Information

Applicants for employment in the Ministry of Public Works, Meteorological Services and Transport must be Fijian Citizens, under Age 60, in sound health, with a clear police record. The successful applicant will be required to provide a medical certificate and police clearance as a condition of employment.
