Planning and Monitoring Officer (MINISTRY OF TOURISM AND CIVIL AVIATION)

Job Description & Skills/Qualifications Required

The position will be responsible for the planning, monitoring & evaluation of the Corporate Plans for the Ministry, including the Civil Aviation Master Plan (CAMP) and providing feedbacks on compliance and areas of improvement.

 

Key Responsibilities

The position will achieve its purpose through the following:

1) Support the formulation of Ministry Plans, Business Plans and individual work plans.

2) Assist in conducting timely performance reviews of Annual Operational Plan and Business Plans.

3) Assist in the Monitoring, Evaluation and Learning of Strategic Plans, Annual Operational Plans, Business or Unit Plans and Individual Work Plan targets.

4) Provide analysis and report on monthly achievements of Annual Operational Plan and Business Plans.

5) Collate and analyse data, identify trends, and make evidence-based recommendations.

6) Support work on formulation, consultation, training and awareness on Annual Corporate Plans and MEL.

7) Develop Annual reports.

8) Maintain accurate data records and ensure databases are kept up to date.

9) Contribute to a positive, collaborative, excellence and innovative organisational culture.

10) Actively contribute to all corporate requirements of the Ministry, including planning, budgeting and human resource activities where required.

11) Provide support towards roles relating to Cabinet and Parliament.

12) Excellent written and verbal communication skills and strong writing, presentation and communication skills.

 

Knowledge & Experience

  1. 1) 2-3 years’ experience in planning, reporting, monitoring and evaluation of organizational and departmental plans against agreed indicators;
  2. 2) Knowledge of monitoring, evaluation and learning methodologies, data analysis techniques, and project management including risk principles is essential;
  3. 3) Experience in monitoring evaluation and learning of organizational and departmental plans;
  4. 4) Knowledge of planning processes from organizational to individual level;
  5. 5) Practical and working knowledge on the development of annual reports and organisational plans;
  6. 6) Practical working knowledge in writing of analytical reports through briefs, talking points, position papers, statements, cabinet papers, concept notes, etc.;
  7. 7) Understanding of the Fijian Constitution (2013), National Development Plan and other applicable public sector policies and procedures.

  1. 1) Good communication, analytical, writing and presentation skills;
  2. 2) Demonstrated attention to detail and high level organisation skills;
  3. 3) Demonstrated ability to manage multiple tasks, prioritize work, and meet deadlines is essential;
  4. 4) Demonstrated ability to effectively work within a team and with minimum supervision;
  5. 5) Ability to identify problems, develop solutions, and implement changes;
  6. 6) Capacity to utilise computer programs to support daily operations;
  7. 7) Ability to support the inculcation of excellence in the work environment;
  8. 8) Service oriented approach, with a commitment to supporting the operational environment of the organization.

 

Additional Information

All applicants for employment in the Ministry must be of good character, with a background that demonstrates their commitment to the public service values contained in the Fijian Constitution. Applicants must also be Fijian Citizens, in sound health, with a clear police record. The selected applicant will be required to provide a medical certificate and police clearance prior to taking up duty.
