Pacific Australia Skills is a significant Australian investment which stands to make a major contribution to supporting social and economic growth in the region through strengthening the skills and training sector across the Pacific and Timor-Leste. Pacific Australia Skills builds on the achievements of 17 years of Australian Government support for skills and training in the Pacific.

 

About the Role

We are searching for an exceptional Team Leader to be based in Suva, Fiji, with travel across the Pacific region and Timor-Leste. This is a two-year appointment with the possibility of extension, reporting to the Contractor Representative.  

The Team Leader is responsible for the overall management and delivery of Pacific Australia Skills, ensuring program objectives and performance are achieved in line with DFAT priorities. The role provides strategic leadership, fosters a collaborative and values‑driven team culture, and ensures high‑quality, efficient and value‑for‑money delivery through a locally led approach. Working closely with DFAT, the Contractor Representative, and regional stakeholders, the Team Leader will maintain and strengthen partnerships across the skills and training sector.

About You

  • Lead Pacific Australia Skills, including in strategic planning and implementation, resource and financial management, monitoring and reporting, holding ultimate accountability  for the quality and timeliness of Pacific Australia Skills deliverables.

  • Provide direction and strategic oversight of Pacific Australia Skills. Ensure that a clear strategic direction is developed, in collaboration with DFAT, staff and partners as    relevant

  • Oversee the delivery of services by leading an agile team and providing responsive, flexible and adaptive support to DFAT and other Pacific Australia Skills partners to contribute to and achieve End of Program Outcomes.

  • Oversee the development and implementation of the MEL Framework for Pacific Australia Skills, working closely with DFAT (Posts and Canberra) and other Pacific Australia Skills stakeholders

  • Establish and maintain effective working relationships with key stakeholders, including DFAT Canberra, Timor-Leste and Pacific Posts and other development partners.

  • Cultivate and maintain a strong network and genuine working relationships with Pacific and Timorese stakeholders, including Government representatives and training and skills providers, supporting an adaptive and locally led approach.

  • Create a positive, engaging and creative environment for Pacific Australia Skills staff, building a shared vision and ensuring coherence of the Pacific Australia Skills team.

  • Model the team values and agreed ways of working.

  • Build and support a cohesive and collaborative Leadership Team, providing support and oversight of the director roles and facilitating cross-function conversations that focus on whole-of-program coherence and effectiveness

  • Work collaboratively with DT Global and DFAT to ensure DFAT’s deliverables, program management services, policy advice and reporting requirements

Essential Requirements:

  • Qualifications in International Development, social sciences, gender or another relevant field.

  • More than 10 years’ experience in managing complex development programs on a donor, contractor or NGO program, preferably including experience in a Team Leader role.    This includes planning, managing budgets, overseeing program quality and effectiveness, and building and overseeing a strong team of program staff.

  • Deep understanding of the context of the Pacific and/or Timor-Leste.

  • Demonstrated experience in strategic planning and change management processes and in mentoring counterparts and senior managers through organisational change.

  • Strong understanding of, or an ability to quickly develop a strong understanding of, the training and skills sector and challenges, key actors, stakeholders and influencers,    relevant national and regional frameworks and strategies, particularly in the Pacific.  

  • Firm commitment to, and understanding of, DFAT priorities in the Pacific, and how to progress local developmental leadership in the Pacific region.

  • Demonstrated excellence in managing donor deliverables, including guiding activity development and implementation and donor reporting.

  • Proven track record in risk management, including identifying risks and implementing effective mitigation strategies.
