Manager Communications (Ministry of Policing and Communication)

Job Description & Skills/Qualifications Required

To lead and manage CNB’s communication strategies by ensuring accurate, secure, and timely dissemination of information to internal staff, enforcement partners, government stakeholders, and the public; safeguarding sensitive narcotics intelligence, strengthening inter agency coordination, and promoting public trust in CNB’s mission to combat narcotics through clear, culturally accountable, and strategically aligned communication.

Key Responsibilities

The position will achieve its purpose through the following key duties:

1. Develop and implement communication strategies that promote CNB’s mission, raise public awareness on narcotics issues, and build trust through culturally accountable messaging.

2. Ensure clear, secure, and timely communication across CNB divisions and with enforcement partners (Police, Customs, Immigration, regional agencies) to support intelligence sharing and coordinated operations.

3. Manage CNB’s relationship with media, government stakeholders, and community groups, ensuring accurate representation of CNB’s work while safeguarding sensitive information.

4. Crisis & Confidential Communication Management Lead communication during critical incidents (e.g., narcotics raids, cyber threats, or public emergencies), ensuring confidentiality, clarity, and alignment with CNB’s operational priorities.

Knowledge & Experience

  1. 1. Familiarity with civil service communication standards, Cabinet directives, and narcotics control legislation to ensure compliance and credibility with at least 5 years of work experience in a similar field.
  2. 2. Understanding of Fiji’s Cybercrime Act, relevant media laws and CNB’s requirements for secure and confidential communication.
  3. 3. Knowledge of Fiji’s media landscape (press, radio, TV, digital platforms) and awareness of Pacific values such as talanoa, inclusivity, and respect to build public trust in CNB’s mission.
  4. 4. Skills in managing public information during national emergencies to maintain transparency and operational confidence.

 

Skills & Abilities

  1. 1. Ability to design and implement campaigns that align with CNB’s enforcement objectives.
  2. 2. Experience handling sensitive incidents (e.g., narcotics raids, cyber threats) with clarity and confidentiality.
  3. 3. Proven ability to engage with journalists, issue press releases, and manage interviews.
  4. 4. Experience facilitating secure communication between CNB, Police, Customs, Immigration, and regional partners.
  5. 5. Proficiency in social media management, analytics platforms, and secure digital messaging systems.
  6. 6. Capacity to build CNB officers’ communication skills, especially in secure and professional messaging.

 

Additional Information

All applicants for employment in the Ministry of Policing must be of good character, with a background that demonstrates their commitment to the civil service values contained in the Fijian Constitution. Applicants must also be a Fijian Citizen, under the age 60 years, in sound health, with a clear police record. The selected applicants will be required to provide a medical and police clearance, prior to taking up duty as a condition of employment.
