MANAGER CNB FUSION CENTER (Ministry of Policing and Communication)

Job Description & Skills/Qualifications Required

To lead and manage intelligence analysis and ensure its effective use in policing activities. This includes directing investigations, surveillance, and information gathering, and integrating intelligence, data analytics, and liaison to support operational planning, interdiction, prosecution, and prevention of narcotics trafficking, illicit finance, and organised crime.

Key Responsibilities

The position will achieve its purpose through the following key duties:

1. Manage fusion centre operations including staff, workflows, analytic production, and system integration.

2. Lead the intelligence cycle from collection through analysis, dissemination, and feedback.

3. Deliver high-quality intelligence outputs such as reports, assessments, and target dossiers.

4. Ensure integrity and collaboration by maintaining legal and regulatory standards and liaising with domestic, regional, and international partners

 

Knowledge & Experience

  1. 1. Experience in strategic leadership and change management, guiding organizations through transformation and operational improvement.
  2. 2. Proven mastery of the intelligence cycle and analytic tradecraft, including collection, processing, analysis, and dissemination of intelligence.
  3. 3. Specialized expertise in financial crime analysis, with practical experience in money‑laundering detection and illicit‑fund tracing.
  4. 4. Background in cross‑agency collaboration and partnership building, working effectively with domestic, regional, and international stakeholder

 

Skills & Abilities

  1. 1. Strong leadership and people management skills, with the ability to inspire, mentor, and build organisational capacity.
  2. 2. Analytical and strategic thinking abilities, capable of evaluating complex policy issues and implementing effective solutions.
  3. 3. Excellent communication and representation skills, including negotiation, advocacy, and presentation at senior forums.
  4. 4. High standards of integrity and accountability, with the ability to uphold transparency, ethical decision-making, and organisational trust

 

Additional Information

All applicants for employment in the Ministry of Policing must be of good character, with a background that demonstrates their commitment to the civil service values contained in the Fijian Constitution. Applicants must also be a Fijian Citizen, under the age 60 years, in sound health, with a clear police record. The selected applicants will be required to provide a medical and police clearance, prior to taking up duty as a condition of employment.
