DIRECTOR OPERATIONS- COUNTER NARCOTICS BUREAU (Ministry of Policing and Communication)

Job Description & Skills/Qualifications Required

The Director of Operations provides high-level leadership and direction over all operational functions of the Counter Narcotics Bureau (CNB). The position ensures the effective, lawful, and intelligence-led execution of national counter-narcotics enforcement activities.

The incumbent is responsible for managing and coordinating national, regional and international operations, ensuring strategic alignment with the National Counter Narcotics Strategy, and delivering measurable results in the disruption, dismantling, and prosecution of narcotics networks across Fiji.

Key Responsibilities

1. Provide strategic leadership and oversight of CNB’s operational units and activities nationwide.

2. Ensure operations are guided by timely, accurate, and actionable intelligence.

3. Lead the integration of intelligence analysis into operational planning and decision-making.

4. Strengthen collaboration with the Fiji Police Force, Fiji Revenue and Customs Service, Fiji Military Forces, Immigration Department, and regional/international enforcement agencies.

5. Supervise all major investigations and enforcement activities to ensure compliance with legal standards.

6. Establish and monitor performance indicators for operational units.

7. Review operational reports, assess outcomes, and recommend improvements to enhance efficiency and impact.

 

Knowledge & Experience

  1. 1. Minimum of 10 years’ experience in law enforcement, intelligence, or national security, including at least 5 years in senior operational or command positions.
  2. 2. Proven record of managing complex, high-risk operations and interagency coordination.
  3. 3. In-depth understanding of national, regional, and international narcotics control frameworks.
  4. 4. Demonstrated experience in operational planning, resource management, and performance monitoring.

  3. 3. High-level analytical, risk assessment, and strategic planning abilities.
  4. 4. Proven ability to manage large teams and coordinate multi-agency operations.
  5. 5. Excellent communication, negotiation, and stakeholder management skills.
  6. 6. Proficiency in report writing, intelligence assessment, and operational evaluation.
  7. 7. Sound understanding of law enforcement ethics, criminal justice processes, and human rights principles.

 

Additional Information

All applicants for employment in the Ministry of Policing must be of good character, with a background that demonstrates their commitment to the civil service values contained in the Fijian Constitution. Applicants must also be a Fijian Citizen, under the age 60 years, in sound health, with a clear police record. The selected applicants will be required to provide a medical and police clearance, prior to taking up duty as a condition of employment.
