The position will be based at the Energy Fiji Limited’s Navutu Depot and will report to the General Manager Human Resources.
Key Responsibilities:
Administration/Management
- Ensuring strategic alignment of the training department with business goals;
- Ensures that training milestones and goals are met while adhering to approved training budget;
- Develop an initial and ongoing training schedule, in conjunction with department supervisors, for continuous professional development of new and existing staffs;
- Design and deliver e-learning courses, workshops and other trainings;
- Prepare and implement training budget;
- Plan the implementation and facilitation of activities and events, budget spending, material production and distribution, and other resources to ensure that operations are managed within authorized budgets;
- Database of the tested equipment into Pay Global and the subsequent test results;
- Develop retention strategies for the organization to ensure the attraction of diverse, high performance individuals.
Training
- Identify, design, develop and deliver training needs including training required to meet changes; up skilling and refresher training for existing employees; support development of the workforce and succession planning;
- Produce local training plans to support the strategic business activity;
- Assist the Training Officers to implement On The Job Training (OJT) and monitor on a regular basis;
- Develop & deliver training programs including concept design, materials development, and implementation.
Technical
- Management and the development of the simulator training program including the management of the training program; all development activity; maintenance and deployment;
- Identifies problems and opportunities such as operational changes or industry developments that Training could improve;
- Task training related to generation, electrical transmission, distribution and substation construction and maintenance;
- Maintaining technical training program development and the delivery of classroom & field training/qualification for craft, supervisory and safety personnel;
- Ensuring the safe testing procedures as per standard specifications, according to the work procedures / instructions within the specified time frame, implement preventative initiatives and implement initiative on proper testing of EFL Equipment’s for Liveline Works;
- To ensure timely and safe testing of live line tools and equipment including live line truck according to international standards.
Career Progress Development
- Identify core competencies and skills gap for all the distinctive roles through Training Need Analysis.
- Manage, lead, motivate and develop training team members;
- Assist with the development of strategic plans;
- Identify and assess the training needs of the company through job analysis, career paths and on-going discussion with Leaders;
- Develop and implement new content for the ‘Train the Trainer’ program.
Monitoring and Evaluation
- Identify and link training need analysis to the individual employees growth leading to organizational learning;
- Monitoring the effectiveness of training, ensuring training targets are met and that learning is being transferred from the classroom to the business;

- Measure Training Return on Investment (ROI);
- Maintain a keen understanding of training trends, developments and best practices;
- Monitor team engagement and seek feedback to understand the impact of changes and initiatives;
- Evaluating individual and organizational performance to ensure training is meeting business needs and improving performance;
Research and Development
- Keep under review the training methods adopted by EFL so to aid the learning of its diverse workforce;
- Maintains knowledge of new methods and techniques for training, and training requirements applicable to the organization and/or industry;
- Research and Development on new methods of Training delivery;
- Maintain records and monitor progress of employees. Continuously researching to determine if there are other option/systems that we can connect with or to;
- Research on new methods of Testing and the latest technology available in the market to maintain the integrity of testing with a very low percentage of error;
- Maintains understanding of new educational and training techniques, tools and methods;
- Responsible to design, coordinate and administer comprehensive employee development programs. Maintain awareness of state of the art training material available. Research external training resources and make recommendations for appropriate training – internal or external;
- Develops and maintains an adequate training library.
Compliance and standards
- Source training providers - including management of tenders to provide training; discussions on the contract/supplier agreement and management of the level of service delivered;
- Ensure that appropriate and relevant training courses are delivered in a timely cost-effective way and in accordance with industry best practice;
- Compliance at all times with EFL’s Procurement Plan, Contracts Management Policy;
- Understand and comply with the Company's Code of Business Conduct and Ethics Policy and other industry-specific professional and ethical standards, if applicable
- Auditing training records and reporting results to Corp Safety Training Director to ensure compliance;
- To ensure timely and safe testing of live line tools, High/Low Voltage Insulation Gloves and equipment including live line truck according to international standards;
- Upkeep of Test Centre to approved standard. And Maintain the Test Set, Calibration to standard;
- Maintain the standard to AS/NZ standards, assist in benching marking;
- Validate standard operating procedures (SOP’s) and assist in developing new SOP’s to ensure consistency and accuracy.
Safety
- To develop the strategy to support the evolution of our safety culture in EFL, including the design and development of communication plans to help move our safety culture forward;
- Reviews operational and maintenance practices, policies and procedures, and recommends safety improvements;
- Conduct safety training sessions at various locations;
- Identify areas of risk for EFL and ensure policies, services and programs are implemented to address and minimize risks.
Green Project
- Facilitate workshop and great awareness for green project to reduce carbon emission.
Innovation Management
- Design and Implement the Innovation Management Model;
- Facilitate and implement innovation framework within the organisation.
Grants and Levy
- Ensures to lodge G1 Forms are submitted to FNU before 31 December for each calendar year;
- Ensure to maintain compliance to FNU Grants and Levy.

Key Requirements:
- The candidate should have a Degree in Electrical or Mechanical from a recognized institution, at least 10–15 years’ work experience in the power utility industry.
- Postgraduate qualification (MBA / Master’s in HRM, Education, or related field)
- Must be well versed with Quality Management, Fiji Business Excellence Award’s Framework and Innovation Management.
- Registered Training Officer (RTO) with FNU or currently undertaking TOT I–IV / Certificate IV in Training and Assessment (added advantage).
- Membership with a recognized professional body relevant to the field of study.
- Valid Wireman’s License (Electrical) and a valid Group 2 driver’s license (non-provisional)
- The candidate must have outstanding communication skills, both verbal and written, with a right attitude, team player, self-motivated and have professional work ethics
