Manager Planning, Monitoring and Evaluation (Ministry of Trade, Co-operative, SME and Communications)

Job Description & Skills/Qualifications Required

The position is responsible for progressing the Ministry’s Policy and Planning related work in terms of developing, implementing and monitoring the Strategic and Business Plans. This would also include collecting, analysing and compiling data on social, economic and political issues. The position will also be required to provide timely reports for senior management or any other specific reports as and when required.

Key Responsibilities

1) Coordinate the Strategic Planning Process and ensure that the Ministry’s planning documents are in line with the National Development Plan and Strategic priorities.

2) Assist in strengthening Fiji’s National policy positions by ensuring proper consultations with all relevant stakeholders in the review of Policy Statements, evaluate alternatives and reflect changes in priority areas in the existing bilateral and regional policies.

3) Ensure the provision of appropriate and timely policy advice and updates to management for decision making on various political, economic, strategic issues on National policy developments, organisational improvement, reforms and quality management systems and process.

4) Conduct research and prepare relevant working papers, reports and briefs to inform planning, policy development and operational decision making.

5) Coordinate responses to issues for Cabinet and Parliamentary Sittings, conduct briefings for the Minister as and when required.

6) Work closely with internal stakeholders and external partners to ensure that the Ministry’s policy capability and capacity to influence is responsive to the current and future needs.

7) Ensure submission of timely and quality Reports on Ministry’s Programs and Plans to executive management; and

8) Actively contribute to the Ministry and corporate requirements, including planning, budgeting and human resource activities where required

 

 

Knowledge & Experience

  1. 1) 5 - 10 years hands on experience in the providing high quality advice in progressively senior roles at a national, regional or international level and development, implementation and management of Strategies and Planning documents for a major business enterprise or government agency
  2. 2) A deep knowledge of political, economic, security and social issues relevant to Fiji’s policies
  3. 3) Good knowledge of policy analysis, project management and report writing.
  4. 4) Good understanding and knowledge of the PSC Act/Regulations 1999, General Orders, Finance Act & Instructions, Procurement Regulation 2010, PSC Circulars and other official publications.
  5. 5) Understanding of the Constitution of the Republic of Fiji and other relevant policies.

 

Skills & Abilities

  1. 1) Demonstrated attention to details and high-level organization and analytical skills.
  2. 2) Demonstrated ability to manage demanding workload and tight deadline.
  3. 3) Ability to effectively work within a team with people from diverse backgrounds and communicate with people at all levels.
  4. 4) Excellent written and verbal communication skills including public relations skills.
  5. 5) A good working knowledge in Microsoft Office Suite and in particular Word, Excel, PowerPoint.
  6. 6) Service oriented approach and ability to maintain stakeholder relationships.

 

Additional Information

All applicants for employment in the Ministry must be of good character, with a background that demonstrates their commitment to the public service values contained in the Fijian Constitution. Applicants must also be Fijian Citizens, under age 60, in sound health, with a clear police record. The selected applicant will be required to provide a medical certificate and police clearance prior to taking up duty.
