Senior Engineer – Civil (Ministry of Itaukei Affairs)

Job Description & Skills/Qualifications Required

The Senior Engineer – Civil will provide technical leadership and expert engineering support to the iTaukei Resource Owners Support and Development Fund. This role is critical to ensuring that land and resource-based commercial ventures supported through the Fund are technically sound, compliant with regulatory standards, and implemented in a timely and cost-effective manner. The Senior Engineer will support project planning, design, feasibility assessments, construction oversight, and quality assurance across funded initiatives

Key Responsibilities

1. Conducts engineering assessments, feasibility studies, and develops preliminary designs for land and resource development projects.

2. Ensures all engineering designs comply with national codes, environmental regulations, and sustainability standards.

3. Oversees civil works during construction, ensuring adherence to plans, specifications, and quality standards.

4. Monitors contractor and consultant performance to ensure timely delivery, cost control, and risk management.

5. Provides technical advice to land-owning groups and stakeholders on land development, infrastructure, and project viability.

6. Contributes to developing technical guidelines, standard operating procedures, and supporting tools for the PMU.

7. Collaborates with financial institutions, consultants, and government agencies to integrate technical and financial aspects of projects

 

Knowledge & Experience

  1. 1. Maximum of 12 to 13 years experience in demonstrating depth knowledge of civil engineering principles, including infrastructure design, site assessment, geotechnical considerations, and construction management. Extensive experience managing civil engineering projects from inception to completion, covering feasibility studies, cost estimation, and contractor supervision.

  4. 4. Well-versed in Fiji’s building codes, environmental regulations, land development guidelines, and legal frameworks, with experience engaging diverse stakeholders such as traditional landowners and government agencies.
  5. 5. Knowledgeable about public-private financing mechanisms, project monitoring, evaluation, and technical reporting, particularly involving financial institutions and development funds
  6. 6. Familiar with Fiji’s governance structures, land tenure systems, and cultural protocols, especially related to iTaukei resource ownership.
  7. 7. Experienced in providing technical training and facilitating community stakeholder engagement to foster inclusive development
  8. 8. Capable of integrating technical expertise with cultural and legal considerations to support sustainable land and infrastructure projects.

  1. 1. Demonstrates deep expertise in civil engineering, including conducting feasibility assessments, designing infrastructure, and reviewing engineering drawings to ensure compliance with standards and environmental regulations

  5. 5. Excels in communication, effectively translating complex technical information for diverse stakeholders such as landowners, financial institutions, and government bodies.
  6. 6. Well-versed in Fiji’s land use, construction, and environmental regulations, with proficiency in CAD, project management tools, and GIS software
  7. 7. Maintains a high level of professionalism, integrity, and ethical standards in all project activities and stakeholder interactions.
  8. 8. Committed to continuous learning and staying updated on industry best practices and regulatory requirements relevant to civil engineering and land development
