Senior Technical Officer – Estimates (Ministry of Itaukei Affairs)

The Technical Officer (Estimates) will support the implementation of the iTaukei Resource Owners Support and Development Fund by providing accurate cost estimates, financial analysis, and technical support for land and resource-based projects. Reporting to the Senior Quantitative Surveyor, the officer will play a vital role in ensuring project feasibility, budgeting accuracy, and financial accountability within the programs of the Project Management Unit (PMU).

Key Responsibilities

1. Prepare, review, and analyze detailed cost estimates and budgets for land development and resource-based ventures in line with project requirements and standards.

2. Collaborate with surveyors, engineers, and project teams to gather technical data and ensure accurate costing aligned with project scope and objectives.

3. Support the assessment of project financial viability by providing estimates that consider land measurement, survey data, and resource valuation.

4. Assist in developing financial models and resource utilization plans to promote sustainable and economically viable projects.

5. Contribute to the preparation of project documentation, reports, and technical submissions related to costs, budgets, and financial forecasts.

6. Work closely with the Senior Quantitative Surveyor to ensure estimates comply with regulatory standards, funding guidelines, and best practices.

7. Support capacity building activities, including mentoring junior staff and partners on estimation techniques and financial best practices.2

8. Contribute to the continuous improvement of estimation processes and tools to enhance efficiency, accuracy, and consistency.

Knowledge & Experience

1. 1. Understanding land measurement techniques, survey data interpretation, resource valuation, and sustainable resource utilization planning.
2. 2. Extensive experience in preparing and reviewing detailed cost estimates, budgets, and financial forecasts aligned with industry standards and regulatory requirements.
3. 3. Familiarity with compliance standards, funding policies, and effective communication with external stakeholders such as landowners and financial institutions.
4. 4. Proven ability to prepare comprehensive technical reports, project documentation, and submissions that meet regulatory and professional standards.
5. 5. Experience working with surveyors, engineers, and multidisciplinary teams to gather, validate technical data, and support project financial viability assessments.
6. 6. Track record of contributing to the continuous improvement of estimation processes and tools, and maintaining transparent relations with stakeholders for accurate cost assessments.

Skills & Abilities

1. 1. Ability to interpret technical data, perform detailed cost analysis, and develop accurate financial estimates and budgets.
2. 2. Proficiency in land measurement, survey data interpretation, and resource valuation methods relevant to project estimation.
3. 3. Skills in developing financial models, resource utilization plans, and sustainability assessments to support project viability.
4. 4. Strong interpersonal skills for collaboration with surveyors, engineers, project teams, external stakeholders, and for preparing clear technical reports.
5. 5. Precision in reviewing estimates for compliance with standards and maintaining high-quality project documentation.
6. 6. Ability to support staff, identify process inefficiencies, and liaise with external stakeholders to ensure transparent, accurate, and compliant estimates.

Additional Information
