Manager Procurement (Ministry of Fisheries)

Job Description & Skills/Qualifications Required

The position is responsible for efficiently and effectively facilitating procurement processes, conducting analysis, providing policy guidance, and reviewing data to deliver informed recommendations that support and enhance the Ministry’s operational procurement performance

Key Responsibilities

1. Facilitate tender evaluations and provide expert guidance on best practice tendering processes to ensure the achievement of best value for money.

2. Support the development, review, and effective implementation of procurement plans, Standard Operating Procedures (SOPs), and policies to ensure alignment with financial management processes.

3. Oversee the efficient delivery of procurement services by ensuring timely decision-making and effective coordination with functional divisions.

4. Prepare and evaluate reports to support the effective management of tender performance, including tracking cost-benefit analyses and assessing value for money.

5. Proactively manage and monitor contracts to ensure that the government receives the full value agreed upon during the tender process.

6. Design and deliver internal training programs for staff on government procurement practices and related topics.

7. Coordinate the timely submission of reports, planning documents, and returns in compliance with relevant legislation and regulations.

8. Actively contribute to broader corporate goals, take on additional responsibilities as directed by senior management, and adhere to financial and human resource management guidelines, budgeting processes, policy development, and regulatory frameworks, while consistently upholding integrity and professional standards in all areas of work.

Knowledge & Experience

  1. A minimum of five (5) years of relevant work experience, including at least three (3) years in a comparable supervisory role or an equivalent position within a public or corporate organization
  2. Demonstrated expertise in the tendering process, encompassing tender preparation, evaluation, contract formulation, risk management and negotiation
  3. Solid understanding of the principles and practices of tender and contract management
  4. Proven experience in in the design, delivery, and management of procurement, programs, cost benefit analysis and value for money assessment.
  5.  Familiarity with the Fiji Constitution and related procurement policies and frameworks.

Skills & Abilities

  1. Strong leadership and decision-making abilities, with a keen eye for detail and a high degree of accuracy
  2. Proven experience in overseeing procurement functions, with the ability to lead, manage, and motivate staff, backgrounds, and experiences
  3. Demonstrated capacity for innovation and the implementation of continuous improvement strategies
  4. Well-developed negotiation skills and strong analytical capabilities for resolving complex issues
  5. Excellent communication and interpersonal skills
  6. A collaborative team player who can consistently meet tight deadlines
  7. Proficient in utilizing computer applications to support the operations of a complex organization
  8. A strong service-oriented mindset, with a commitment to supporting the operational and corporate functions of the organization.

Additional Information

Applicants for employment in the Ministry of Fisheries must be Fijian Citizens, under Age 60, in sound health, with a clear police record. The successful applicant will be required to provide a medical certificate and police clearance as a condition of employment.
