MANAGER – PROGRAMME FINANCE (CENTRAL)

Job Description & Skills/Qualifications Required

The position will be based at the Energy Fiji Limited’s Head Office and will report to the Chief Financial Officer.

The Role:

The Manager – Programme Finance will provide dedicated senior-level financial leadership across EFL’s major investment programme and will be a key adviser to the Chief Financial Officer, Chief Executive Officer and programme leadership on programme and project financial matters.

This is not primarily a treasury or capital-raising position. The role will focus on ensuring that, as projects progress through financial close, construction and implementation, EFL maintains strong financial governance, accountability, controls, compliance and reporting across the programme.

Working closely with Treasury, Financial Control, programme and project teams, procurement, legal advisers, technical specialists, external financial advisers, lenders, development partners and private-sector counterparties, the successful candidate will help establish and maintain the financial discipline required for a programme of this scale and complexity.

Duties and Responsibilities:

  • Leading the financial governance, control and reporting framework for EFL’s major capital and renewable energy investment programme.
  • Managing programme and project financial planning, budgeting, forecasting, cash-flow monitoring, cost control and financial performance reporting.
  • Coordinating financial administration following financial close, including financing drawdowns, reconciliations, supporting documentation and utilisation reporting.
  • Monitoring compliance with applicable financing agreements, lender requirements, covenants, conditions and reporting obligations.
  • Maintaining financial oversight of projects delivered through IPP, PPP, joint venture, SPV and other private-capital structures, where applicable.
  • Working closely with EFL Treasury on funding requirements, financing interfaces and transition of ongoing financing administration into business-as-usual treasury operations.
  • Ensuring appropriate accounting treatment, financial controls, records and reconciliations are maintained throughout project implementation.
  • Supporting project and programme audit, assurance and financial due diligence processes.
  • Providing high-quality financial analysis and advice to the CFO, CEO, Programme Control Group and other governance forums.
  • Coordinating with multilateral and development finance institutions, commercial lenders, financial advisers, auditors and other stakeholders on programme financial matters.
  • Supporting the establishment of robust financial systems, processes and reporting arrangements capable of managing a multi-year investment portfolio of approximately FJD 2 billion.
  • Any other duties assigned by the Chief Financial Officer, Manager Financial Services.

Key Requirements:

  • A Degree qualification in Accounting, Finance, Economics, Commerce or a related discipline.
  • At least 8 – 10 years of relevant experience in senior finance, project finance, infrastructure finance, programme finance, financial control, or major capital-project environments.
  • Applicants with higher qualifications will have an added advantage.
  • Demonstrated experience with large-scale infrastructure, energy, utilities or other capital-intensive programmes would be highly advantageous.
  • Strong understanding of project and programme financial management, including budgeting, forecasting, cash flow, drawdowns, financial reporting, controls, audit and compliance.
  • Experience dealing with multilateral development banks, development finance institutions, commercial lenders, government, IPPs, PPPs or private-sector investors would be an advantage.
  • Strong analytical, financial modelling, communication and stakeholder-management capabilities.
  • High standards of integrity, accountability, governance and professional judgement.
  • The ability to work effectively across finance, engineering, procurement, legal and programme-management disciplines and communicate complex financial matters clearly to senior decision-makers.
