The position is responsible for monitoring financial performance of designated state owned entities to ensure that government as shareholder accrues the maximum benefit from its investments.
The position will achieve its purpose through the following:
1. Analyse and monitor financial, non-financial & performance reports of designated Public Enterprises (PE). The advice is provided at both planning and implementation stages by carrying out assessment of planning documents and performance reports;
2. Provide report on Board performance, based on observations at Board meetings as well as on performance of public enterprises and other non-financial information; and provide recommendations on strategies for improvements of PEs;
3. Attend meetings with PEs and other stakeholders to ensure compliance to the PE Act and policies;
4. Identify policy gaps within PEs and address these issues by conducting research and developing sector analysis policy;
5. Ensures PEs compliance with reporting requirements of the Public Enterprise Act.
6. Provide support services to Senior Management to ensure provision of quality papers, reports and correspondences of the Department.
7. Actively contribute to the Department and corporate requirements.
1. Must have 3 years experience in analysing and reporting on economic and/or financial results;
2. Must have good knowledge and understanding of Public Enterprises Act 2019 and 2015 Companies Act;
3. Strong written and verbal communication and interpersonal skills in liaising with internal and external parties;
4. Practical knowledge and experience in policy formulation, providing policy advice and governance to bring about improvement in the entities;
5. Understanding of teams and how to work within a high performing team.
1. Exceptional business writing skills and leadership skills;
2. Practically apply research findings and interpret, apply economic and/or financial models in assessment of projects;
3. Has the ability to interpret and assess technical reports to determine compliance with relevant legislation and guidelines;
4. Good time management skills, with the ability to manage competing priorities to meet deadlines;
5. Able to provide sound policy advice on financial related matters and have collaborative communication and resource management skills.
