TECHNICAL OFFICER - TEST CENTER (WESTERN)

Job Description & Skills/Qualifications Required

The position will be based at the Energy Fiji Limited’s Navutu Depot and will report to the Manager Health and Safety.

Key Responsibilities:

  1. Test Centre
    • To ensure timely and safe testing of live line tools and equipment including live line truck according to international standards.
    • To ensure timely and safe testing rubber insulated gloves and any other HV/LV equipment according to international standards.
    • Ensuring the safe testing procedures as per standard specifications, according to the work procedures /instructions within the specified time frame, implement preventative initiatives and implement initiative on proper caring and storage of rubber gloves and sleeves.
    • Enter details of the tested equipment into Pay Global and the subsequent test results.
    • Upkeep of Test Centre to approved standard. 
  2. Health & Safety Committees
    • Assist in establishing and implementing safety committees and Designated Workers Group representatives to identify and address Health & Safety requirements in the workplace in compliance with HASAWA;
    • Assist in establishing business rules and process to the support the application of the Health & Safety standards;
    • Manage workplace health and safety systems within the departments of EFL to ensure that safety support services being conducted within designated business unit/s;
    • Assist with the development and coordinating implementation of field based strategic safety initiatives identified within the EFL Business Plan and achievement of safety objectives/safe working environment within the Transmission and Distribution Business Unit;
    • Assess and provide expert advice and guidance on requirements for compliance with workplace Health and Safety Legislation and EFL’s workplace health and safety policies.
  3. Implementation
    • Ensure effective implementation of risk assessment, hazard identification, safety auditing, incident investigation/prevention and workplace rehabilitation programs and recommend appropriate control measures as required;
    • Ensure that EFL sustains improvement at Workplace Health and Safety by evaluating, initiating and providing advice and coaching across Business Unit by advising on specific programs to meet changing needs;
    • Assist in developing and implementation of relevant Health & Safety training programs for training of EFL personal and contractors;
    • Conduct safety awareness programs for members of the pubic and other organizations;
    • Coach and provide expertise to EFL staff on all aspects of Workplace Health and Safety.
  4. Auditing & Compliance
    • Auditing of tools and equipment within and also with contractors to be in compliance with EFL and international standards;
    • Enter details of the audited tools and equipment into PayGlobal and the subsequent audit results. 
    • Compliance of safe work practice and procedures in accordance with EFL standards;
    • Review of safety manual and safe work procedures with relevant stakeholders;
    • Coordinate incident investigation within EFL while ensuring consistency in investigation, efficient processing and reporting of findings and effective recommendations;
    • Carry out work site inspection to ensure compliance with EFL safe work procedures and standards.

Key Requirements:

  • Diploma in Electrical / Electronics and a Certificate in OH&S from a recognized Tertiary Institute will be an added advantage.
  • Must be authorized in Category A, B, C and F with at least three (3) years of relevant work experience within EFL will be an added advantage.
  • Must have outstanding communication skills, both verbal and written, with a right attitude, team player, self-motivated and professional work ethic;
  • A valid Group 2 (not provisional) driver’s license is mandatory.
