PROJECT MANAGER TRANSMISSION

The position will be based at either Energy Fiji Limited’s Kinoya Office or Navutu Office and will report to the Project Director Transmission.

The Project Manager Transmission is responsible for managing the planning, execution, monitoring, and delivery of transmission projects within Energy Fiji Limited while reporting directly to the Project Director Transmission. The role provides leadership and technical direction for transmission line works, coordinates multidisciplinary project teams, manages contractors and consultants, and ensures project activities are completed safely, efficiently, and in compliance with EFL engineering standards, approved budgets, timelines, quality requirements, and relevant statutory obligations.

Key Responsibilities:

1)     Project Planning & Coordination

• Lead detailed project planning for 132kV and 33kV transmission line projects, including scope definition, scheduling, resource allocation, budgeting, and risk management.

• Coordinate technical, environmental, land, stakeholder, outage, and construction requirements for transmission projects.

• Assist in the development and review of project designs, drawings, technical specifications, tender evaluation criteria, and implementation plans.

2) Project Implementation & Monitoring

• Oversee day-to-day execution of transmission line project activities, including survey, access preparation, civil works, tower or pole works, conductor stringing, testing, and commissioning readiness.

• Conduct regular site inspections to ensure compliance with engineering standards, contract requirements, quality expectations, and safety procedures.

• Track project progress using approved schedules, KPIs, reporting tools, and project controls.

• Manage project risks, issues, claims, and variations, escalating critical matters to the Project Director Transmission.

3) Engineering & Technical Management

• Work closely with engineering teams to review transmission designs, manage design changes, and ensure fit-for-purpose technical solutions.

• Prepare and maintain transmission line drawings, asset databases, defect registers, and technical documentation.

• Support commissioning planning, testing, and handover of completed transmission assets to operations teams.

4) Financial & Contract Management

• Develop and monitor project budgets, forecasts, cost-control measures, and expenditure reports.

• Oversee contractor performance, claims, variations, and adherence to contractual obligations.

• Support procurement activities, including tender evaluation, contractor negotiations, contract administration, business cases, and Board Paper preparations.

5) Stakeholder & Community Coordination

• Liaise with donor agencies, landowners, community groups, Government bodies, regulatory agencies, contractors, consultants, and service providers to ensure smooth project delivery.

• Support access, wayleave, easement, consultation, and grievance resolution processes where required.

• Prepare progress reports, briefs, and presentations for internal and external stakeholders.

6) Health, Safety & Environmental Compliance

• Ensure full compliance with EFL’s HSE guidelines, environmental programs, quality assurance requirements, and relevant statutory obligations.

• Monitor site safety, environmental controls, vegetation management, access works, and contractor compliance throughout project delivery.

• Lead or support incident investigations and implement corrective and preventive actions.

7) Team Coordination & Leadership

• Supervise and guide engineers, technicians, site staff, contractors, and consultants involved in transmission projects.

• Promote teamwork, continuous improvement, and adherence to EFL values and safety culture.

• Support capability development within the transmission project team.

• Demonstrate commitment to EFL values, maintain the highest degree of integrity, and undertake any other duties consistent with the responsibilities of the position.

Key Requirements:

• Bachelor’s degree in Electrical Engineering from a recognized institution, with eligibility for corporate membership of a recognized society of professional engineers.

• Master’s in Electrical Engineering will be an added advantage.

• Minimum eight (8) to twelve (12) years’ relevant post-graduate experience in transmission line maintenance or construction.

• Minimum seven (7) years’ experience in a supervisory, project management, and team leadership role.

• Minimum seven (7) years’ experience in contract management.

• Experience in wayleave acquisition, landowner negotiations, stakeholder management, and easement processes for transmission projects.

• EFL High Voltage Authorization in Categories A, B, C, and F would be an advantage.

• Strong knowledge of transmission line standards and design, maintenance practices, defect management, engineering principles, financial reporting, planning, and decision-making.

• Excellent communication, negotiation, stakeholder management, analytical, commercial, and presentation skills.

• Must be a problem-solver.

• Clean and valid group two (2) driver’s license in manual transmission and willingness to travel to project sites and camping as required.

• Ability to work extended hours as required by project demands.
