PROJECT CONTEXT
Miya Water is delivering a Performance-Based Water Loss Reduction contract for the Water Authority of Fiji (WAF) across the Suva-Nausori Water Supply System, financed by the Asian Development Bank. The project covers approximately 1,200 km of distribution network serving around 74,000 customers.
ROLE OVERVIEW
The ESHS Specialist will lead and provide independent oversight of the Fiji Project's environmental, social, occupational health and safety arrangements. The position will support field implementation, verify contractor and subcontractor compliance, maintain appropriate evidence and reporting, and escalate material ESHS risks directly to MIYA Team Leader.
KEY RESPONSIBILITIES
- Implement and continuously improve the Project's ESHS plans and controls, ensuring compliance with Fiji legislation, contractual obligations, Client requirements and MIYA standards.
- Conduct field inspections and risk-based monitoring of contractors and subcontractors, reviewing ESHS plans, risk assessments, method statements, permits and controls for critical activities.
- Oversee occupational health and safety, environmental protection and social safeguards, including worker and community engagement, grievance mechanisms and Codes of Conduct.
- Lead incident notification and investigation, root-cause analysis, corrective and preventive actions, and follow-up through to closure.
- Deliver ESHS inductions, toolbox talks and task-specific training, and promote lessons learned across the Project.
- Maintain accurate ESHS records, compliance evidence, indicators and reports for audits and key Project stakeholders.
- Provide independent professional advice and promptly escalate serious risks, non-compliance or inadequate contractor responses to MIYA Team Leader.
REQUIRED TECHNICAL PROFILE
- University degree in Environmental or Industrial Engineering, Social Science, Public Health or a demonstrably related field.
- Formal OHS/EHS qualification issued by a recognised institution or body — e.g. NEBOSH International General Certificate, ISO 45001 Lead Auditor/Implementer certification, or FNU's Trade Diploma in OHS or Certificate IV in OHS. Original certificates must be provided and verified as part of the selection process; a description of experience alone, without supporting certification, does not satisfy this requirement.
- Minimum five years of relevant professional experience in an integrated ESHS role, covering both environmental and social management and occupational health and safety, in infrastructure, construction, utilities or comparable project environments. Experience on projects financed by ADB, the World Bank, JICA or comparable international institutions is preferred but not required.
- Experience relevant to infrastructure, construction, utilities or comparable project environments.
- Practical experience with grievance mechanisms, Codes of Conduct, stakeholder engagement and social safeguards.
- Demonstrated exposure to or knowledge of Sexual Exploitation and Abuse (SEA) and Sexual Harassment (SH) prevention and response within an ESHS or social safeguard’s role.
- Ability to perform the role independently and report directly to the Team Leader, MIYA Project Management.
- Strong written reporting and professional English communication skills.
Other Qualifications
- Fiji citizen or resident with existing valid work authorisation in Fiji.
- (Preferred) Fluency in Fiji Hindi and/or iTaukei, advantageous for community engagement and field-level communication.
- Valid driver's licence (required).
