PROJECT CONTEXT
Miya Water is delivering a Performance-Based Water Loss Reduction contract for the Water Authority of Fiji (WAF) across the Suva-Nausori Water Supply System, financed by the Asian Development Bank. The project covers approximately 1,200 km of distribution network serving around 74,000 customers. The Lead Technician will guide field Technicians and support Supervisors or Engineers in network cadastre validation, valve investigation, network operations, asset commissioning, maintenance, and plumbing-related works across assigned DMA zones
ROLE OVERVIEW
Miya Water is seeking two (2) proactive Lead Technicians to support the Suva-Nausori Non-Revenue Water (NRW) Reduction Project. Reporting to the DMA Field Supervisor or Engineer, the role will coordinate small field teams, lead technical execution on site, resolve routine field issues, and ensure that field work is completed safely, accurately, and in accordance with approved project procedures.
KEY RESPONSIBILITIES
- Team Leadership: Lead assigned Technicians, execute daily tasks, conduct field briefings, monitor productivity, and ensure safe work execution.
- Field Execution: Implement approved methodologies while maintaining high standards of data accuracy, workmanship, and completion in the following main tasks:
- Network Cadastre Validation: Locate, verify pipes, valves, chambers, hydrants, fittings, meters, and other network assets using field maps, GPS, pipe locators, and visual checks.
- Valve Investigation & Network Operations: Locate, inspect, exercise, and assess valves. Perform network isolations, Zero Pressure Tests (ZPT), DMA boundary checks, flushing, and pressure monitoring.
- Asset Commissioning & Maintenance: Lead commissioning checks, chamber cleaning, and asset preventive and corrective maintenance.
- Plumbing: Lead service connection support, fitting installation, and minor repair activities.
- Troubleshooting & Technical Support: Identify buried, missing, damaged, inaccessible, or non-operational assets and escalate complex field issues to the Supervisor or Engineer.
- Equipment & Materials Management: Ensure proper use, care, and availability of pipe locators, GPS devices, tablets, hand tools, PPE, fittings, and consumables.
- Safety & Coordination: Ensure compliance with approved methods, safety procedures, and project specifications. Coordinate with the Supervisor to manage site access, traffic control, and stakeholder interactions.
- Reporting & Data Quality: Maintain daily records, check field data completeness, report constraints, and communicate operational risks or anomalies promptly.
REQUIRED TECHNICAL PROFILE
- Education: Diploma, Trade (Class I or Certificate IV) qualification, or equivalent experience in Civil Engineering, Water Operations, Plumbing, Mechanical works, Surveying, or a related technical field.
- Experience: At least 3 years of practical experience in water network operations, plumbing, maintenance, construction, utilities, or field surveying. Team leadership experience is advantageous.
- Technical Knowledge: Working knowledge of water distribution systems, valves, fittings, service connections, chambers, DMA operations, pressure/flow concepts, and basic isolation procedures.
- Plumbing & Maintenance Skills: Competent in practical plumbing, pipe and fitting works, minor repairs, service connection support, leak repair assistance, chamber works, and quality checks.
- Tools & Technology: Comfortable using tablets, smartphones, digital forms, GPS-enabled devices, pipe locators, field maps, simple as-built drawings, and basic Excel reports.
- Leadership & Communication: Able to guide Technicians, coordinate with Supervisors or Engineers, communicate clearly with WAF teams and the public, and handle access issues professionally.
- Work Environment: Comfortable leading field work in varying site conditions, managing multiple locations, carrying equipment, and maintaining safe work practices.

- Must be a Fiji citizen
- Proficient in English (oral and written)
- Fluency in Fiji Hindi and/or iTaukei is highly advantageous for community engagement and field de-escalation.
