The Role
Reporting to the Regional Operations Lead, the Health, Safety, and Environment (HSE) Manager will lead and proactively support the HSE function for Pacific Australia Skills. The HSE Manager is responsible for the effective management of HSE risk assessment, WHS, Risk Management and capacity development of the team, whilst also ensuring adherence to HSE legislative and regulatory requirements of DT Global, as well as legislative requirements of HSE within the countries Pacific Australia Skills operates. Additionally, the HSE Manager will liaise with other DT Global HSE personnel and work in close collaboration with the Safeguards Manager and team.
Roles and Responsibilities
Core responsibilities
Lead on the development, administration, recordkeeping and communication of HSE documentation such as policies, procedures, plans, forms and templates.
Development and distribution of HSE communication materials.
Ensure Pacific Australia Skills implementation is fully aligned with DT Global’s HSE guidelines, including development and maintenance of a database for project HSE information (HSE plans, key contacts, and emergency preparedness data).
Provide advice regarding hazard identification, risk assessment, and effective HSE risk control measures.
Lead and support HSE training programs, including coordination of HSE training needs analyses, plans, staff reminders and recordkeeping.
Supporting the Country Office risk assessments, inspections, incident investigations and other reports and offer advice to teams and contractors to ensure that compliance is achieved, and good practices are upheld.
Collate all Country Office risk registers and update the PAS Risk Register for presentation to DFAT.
Carry out and support inspections and system reviews to ensure that Pacific Australia Skills operations are complying with HSE requirements.
Support the incident management and investigation process, including verification and documentation of relevant information.
Monitor, collate and report on HSE data, e.g. incident data, survey data, activity data, vehicle records etc.
Oversight of the maintenance of workplace health, safety, and security standards across the program.
Document, monitor and report on corrective actions and their status, and follow up on actions to address non-conformities or issues raised in incident investigations, inspections, and audits to ensure that the issues have been effectively addressed and lessons learned shared.
Support project personnel and contractors to meet incident notification and reporting requirements (including requirements of the DFAT, DT Global, and all regulatory requirements)
Carry out initiatives to support the improvement of health and safety culture including ensuring that actions in the organization’s HSE improvement plan are carried out. Promote continuous improvement to HSE programs, systems and tools, and ensure adherence to the DFAT Environmental and Social Safeguard Policy.
Manages the HSE components of the international travel & deployment process and system, including pre-deployment medical assessment process and vaccinations program.
Carry out initiatives to support the improvement of health and safety culture including ensuring that actions in the organization’s HSE improvement plan are carried out
Perform other reasonable duties as required by the supervisor to support Pacific Australia Skills delivery.
Provide inputs as required for the Monitoring and Evaluation (M&E), Gender Equity, Disability, Safeguards and Social as and when required.
Selection Criteria
Essential Experience and Knowledge
Relevant Tertiary and/or trade qualifications in Health Security and Risk management, International Development, or a related discipline.
A minimum of 5 years of practical and demonstrated experience in a similar HSE related role
Experience in safety management standards and risk assessments projects
Experience in managing and resolving safety incidents and reporting
Knowledge and / or experience of applying GEDSI and safeguards principles
Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
