Job Description & Skills/Qualifications Required

The Senior Valuer undertakes quality assurance activities to monitor the performance of contractors and also ensure projects are delivered within timelines. Ensures rates and values used within the Board are in line with standard valuation practices and policies, and ensuring fair market value on iTaukei lands for the benefit of our landowners.  Assists the land use planning & development team in cost-benefit analysis for development projects, and that developments are of good quality to derive maximum returns from the land. The incumbent undertakes valuations, projects and negotiations on iTaukei land under the direction of the Manager Land Services and the General Manager Estate Services and ensures efficient and effective provision of valuation and services having regard to changing economic, environmental, social and demographic conditions to achieve sustainable development objectives and management of iTaukei land and resources.

The position reports to the Manager Land Services.

Job description:    Key Outcomes:

 

  • Assess, determine, and validate premiums, rentals and rates, as well as Rental Reassessments, Compensation, Review of Forestry rates and Gravel Royalty rates, Valuation of Improvements and Claims, analysis of Mortgage and Transfer valuations, land development hypothetical costings, TLTB property valuations, forestry and environment bond valuations, etc.
  • Creation of Property and Sale database including analyzed rates monthly to provide uniform basis to all Regions and sub offices ensured
  • Sound advice provided to Executive Management on valuation, projects, and negotiation matters with respect to iTaukei land and resources ensured.
  • Sound land management and valuation systems and procedures in line with EOM on land use, agricultural, residential, commercial, and industrial and subdivision policies implemented.
  • Stakeholder expectations and needs included in land management and valuation systems and procedures
  • Sound and effective public relations to tenants, landowners and stakeholders provided
  • Advice and assistance provided to the four regions and the Tourism and Landowners Affairs Unit on more complex or unusual technical matters involving sales, premium and rent analysis, consolidating and reviewing premium and rent rates for new leases, renewals, rent reassessments, consolidating and analyzing mortgagee dealings, transfer, royalties, populating data bases and accessible to all staff, etc.
  • Training provided to relevant personnel within regions and sub-regions on valuation matters.
  • Managing information on the Land Price Index ensured, which informs the “To Be” processes of the TLTB Online Market Place platform.
  • Work with land use team in providing cost-benefit analysis of proposed LOU initiatives/projects.
  • Prepare, maintain, compile and update valuation records, data and report from various sources for future use and analysis ensured.
  • Assistance provided in development of automated valuation process, recording, and determination of information.
  • Analyze sales, rental in preparation of lease rental reassessment for specialized properties and support regional staff in rent reassessment through proper valuation tools, techniques and methods.

Minimum

 

Qualifications /

Experience

  • Degree in Land Management, Valuation, Real Estate. 3 years (post-registration), with professional Membership in the Fiji Institute of Valuation & Estate Management (or equivalent).
Compensation:
  • Grade 8 of the TLTB salary scale on a three-year contract
