The Role

The Procurement and Contracts Manager is part of the Pacific Australia Skills Regional Operations team. The role: 

  • Provides effective and compliant procurement and contract management services to support the delivery of training activities under Pacific Australia Skills. 

  • Ensures procurement and contracting activities achieve demonstrated value for money, transparency, fairness, and accountability in accordance with contractual, regulatory, and donor requirements. 

  • Supports high-quality, timely, and cost-effective delivery of training and skills delivery activities through sound procurement planning and contract administration. 

  • Provides expert procurement and contractual advice to Pacific Australia Skills management and delivery teams in a complex, remote, and dynamic operating environment. 

  • Strengthens procurement systems, tools, and evidence-based practices across Pacific Australia Skills to improve consistency, compliance, and risk management. 

  • Promotes and operationalizes Pacific Australia Skills cross-cutting priorities, including local content, gender equality, disability and social inclusion, climate change and disaster resilience, and safeguards. 

  • Contributes to capacity building of local contractors, suppliers, training organizations and Pacific Australia Skills staff through structured procurement processes, guidance, and knowledge sharing. 

  • Proactively identifies and manages procurement, contractual, and delivery risks to support successful program outcomes.

Roles and Responsibilities

Procurement and Contract Management 

  • Lead and manage procurement processes from planning and tender documentation through evaluation, contract award, and close-out. 

  • Support Country program teams to coordinate procurement and tender processes, ensuring compliance with procedures, DFAT head contract requirements and policies. 

  • Negotiate services agreements, subcontractor and grant agreements. 

  • Prepare, manage, and administer PAS delivery contracts.

Risk, Compliance, Safeguards and Integrity 

  • Conduct, document and monitor procurement and contracting due diligence for all personnel, subcontractors and grantees, ensuring compliance with onboarding, training, insurance requirements. 

  • Ensure contractors comply with contractual obligations, policies, safeguards, and deliverables. Support program personnel and partners to comply with DT Global's Safeguarding and Integrity policies and procedures including Prevention of Sexual Exploitation, Abuse and Harassment, Child Protection, Environmental Protection, Modern Slavery, Fraud, Anti-Corruption, Anti-Bribery, Conflicts of Interest and sanctions screening) and all other DT Global policies, procedures and requirements. 

  • Ensure procurement documentation meets requirements related to GEDSI, climate change and disaster resilience, environmental and social safeguards, and work health and safety (WHS). 

  • Assist with monitoring contractor performance, risk management, and WHS compliance.

Local Content and Capacity Building 

  • Ensure procurement plans are informed by local market analysis. 

  • Structure tenders and procurement packages to maximise opportunities for local suppliers, contractors, and service providers across the project lifecycle. 

  • Ensure procurement plans and bidding documents for all procurements are submitted to relevant cross-cutting theme team for review ahead of going to market (e.g. local content, capacity development, GEDSI, safeguards, MEL) 

  • Plan, develop and deliver tendering and contract management briefings and workshops with local businesses.

Teamwork and Stakeholder Engagement 

  • Manage contracts and procurement staff, as applicable to the program structure. 

  • Maintain clear, effective communication with internal teams and external stakeholders. 

  • Work proactively with Pacific Australia Skills cross-cutting teams to ensure alignment with program strategies and plans.

Other Duties 

  • Perform other reasonable duties as required by the supervisor to support Pacific Australia Skills delivery.

Selection Criteria

Essential Experience and Knowledge 

  • Tertiary and/or trade qualifications in Project Management, Procurement, International Development, or a related discipline. 

  • Significant (typically five or more years) contracts and procurement experience in development 

  • Projects, preferably in remote regions and/or developing country contexts. 

  • Demonstrated experience in procuring and administering contracts for complex development 

  • Projects across the full project lifecycle. 

  • Strong knowledge of contract administration practices. 

  • Indepth understanding of procurement systems including Australian Commonwealth Procurement Rules. 

  • Experience in procurement planning, cost control, estimating, budgeting, forecasting, subcontract claim assessment, and commercial negotiation. 

  • Strong analytical, problemsolving, written, and verbal communication skills in English. 

  • Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
