The Role
The operations Coordinator is located within the Pacific Australia Skills Regional Operations team. The operations Coordinator will have key responsibility for coordinating the contracting and compliance, procurement, administration of all Pacific Australia Skills sites in the Pacific region and Timor Leste.
The position will support the efficient and effective implementation of all programs operational activities and ensure that these activities are undertaken in accordance with Pacific Australia Skills policies and procedures.
The position will report to the Procurement and Contracts Manager to ensure efficient and effective contracting, compliance and procurement support, and the role will support the daily operations across the region and in the delivery of agreed outcomes.
Roles and Responsibilities
Contracting and Compliance
Provides support and advice on granting, contracting, compliance and operational processes across Pacific Australia Skills programs
Supports Country Teams and partners in contract, compliance and grant management practices.
Draft PAS delivery contracts and coordinates due diligence assessments for partners and service providers.
Program Operations (Procurement, Administrative & Logistical Support)
Support all teams with the procurement of goods and services, ensuring timely submissions in compliance with DFAT Commonwealth Procurement Guidelines and DT Global internal policies, whilst demonstrating value for money.
Ensure all procurement activities comply with Head Contract requirements, Commonwealth Procurement Rules, DFAT Fraud and Corruption Framework (2025) and donor approval processes.
Oversee inventory management, asset tracking of asset registers updated, use of Asset Tiger, and office supplies.
Risk, Compliance, Safeguards and Integrity
Ensure compliance by escalating identified risks to management and supporting the implementation of effective risk management controls.
Report any actual or suspected policy breaches or incidents, such as those related to Safeguards, Integrity, Security, HSE, HR, IT, Cybersecurity, Data, Privacy.
Maintain stringent standards of personal behavior in interactions with children and vulnerable people and adhere to all DT Global policies to uphold the highest standards of compliance and integrity.
Other Duties
· Perform other reasonable duties as requested by their supervisor to support Pacific Australia Skills delivery.
Selection Criteria
Essential Experience and Knowledge
· Demonstrated ability to provide high-level operations, administrative or project support, preferably in international development or a related field.
· Proficient in Microsoft Office Suite; capable of using project management and travel booking systems.
· Ability to manage personnel and consultancy agreements from preparation to execution whilst appropriately handling confidential information.
· Sound written and verbal communication skills for engaging with diverse stakeholders.
· Ability to track expenditure and calculate salary data to support accurate financial management.
· Experience ensuring compliance with policies, managing risk, and upholding safeguarding and ethical standards.
· Ability to work effectively and respectfully in diverse cultural settings.
· Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
