PROJECT CONTEXT

Miya Water is delivering a Performance-Based Water Loss Reduction contract for the Water Authority of Fiji (WAF) across the Suva–Nausori Water Supply System, financed by the Asian Development Bank. The project covers approximately 1,200 km of distribution network serving around 74,000 customers, structured around the establishment of 63 District Metered Areas (DMAs). The GIS Field Supervisor (Customer and Water Meter Survey) will supervise field teams conducting door-to-door surveys of customer connections and water meters across each DMA zone, capturing georeferenced asset data, meter condition assessments, and identification of illegal connections using tablet-based GIS survey applications, to a minimum survey completeness standard of 100% per DMA prior to design report submission.

ROLE OVERVIEW

Miya Water is seeking two (2) proactive Field Supervisors to lead and manage field data collection for the Suva-Nausori Non-Revenue Water (NRW) Reduction Project. Each supervisor will manage a team of 5 surveyors, ensuring high-speed, high-accuracy capture of customer meter data and utility infrastructure. The role is responsible for the end-to-end integrity of GIS data, from field capture to final validation in the project database.

KEY RESPONSIBILITIES

  • Supervision & Coordination: Oversee daily activities of field survey teams, ensuring efficient workload distribution, route planning, and adherence to project timelines.
  • Data Collection & Accuracy: Ensure precise collection of spatial and attribute data using mobile GIS and GNSS-enabled devices, monitoring GPS accuracy in the field.
  • Quality Control & Validation: Perform QC/QA, validate and clean datasets, and review geometry and attribute consistency before integration into the central GIS database.
  • Technical Support & Training: Provide on-site technical support, troubleshoot field issues, and train staff on GIS data collection best practices.
  • Progress Tracking & Reporting: Monitor daily field progress, track targets, and prepare detailed reports on data quality, achievements, and challenges.
  • Standards Compliance: Ensure compliance with approved methods, safety procedures, and project guidelines.
  • Problem Solving & Coordination: Identify operational risks or bottlenecks, propose solutions, and coordinate with GIS specialists and project engineers for data workflows.
  • Community & Stakeholder Management: Serve as the primary field liaison to manage property access and resolve customer concerns, ensuring all survey activities maintain a professional image and adhere to project-approved community engagement protocols.

REQUIRED TECHNICAL PROFILE

  • Education: Diploma, or Degree in Geospatial Science, Surveying, Engineering, or related field.
  • Experience: Minimum 2 years in GIS, surveying, or spatial data collection; field team leadership highly desirable.
  • GIS & Mobile Tools: Proficient in GIS desktop software (ArcGIS Pro or QGIS) for data validation, geometry cleaning, and spatial analysis. Expertise in Mobile Data Collection platforms (ArcGIS Field Maps, Survey123) and their associated web-management interfaces.
  • Geospatial Knowledge: Familiar with coordinate systems, projections, GPS/GNSS usage, and accuracy considerations.
  • Data & Analysis: Skilled in data validation, error detection, basic spatial analysis, and reporting using Excel or similar tools.
  • Interpersonal Diplomacy: Proven ability to interact professionally with the public, navigate property access challenges, and resolve field-level disputes with residents.
  • Soft Skills: Strong organizational, time management, and communication abilities.
  • Work Environment: Comfortable in both office and field settings.

OTHER REQUIREMENTS

  • Must be a Fiji citizen
  • Proficient in English (oral and written)
  • Fluency in Fiji Hindi and/or iTaukei is highly advantageous for community engagement and field de-escalation.
  • Valid driver’s license (required)
