PROJECT CONTEXT
Miya Water is delivering a Performance-Based Water Loss Reduction contract for the Water Authority of Fiji (WAF) across the Suva–Nausori Water Supply System, financed by the Asian Development Bank. The project covers approximately 1,200 km of distribution network serving around 74,000 customers, structured around the establishment of 63 District Metered Areas (DMAs). The DMA Field Supervisor (Network Cadastre) will supervise field teams conducting systematic verification and update of pipe assets, boundary valves, and appurtenances across each DMA zone, using GPS equipment, pipe locators, and tablet-based GIS survey tools, to a minimum cadastre accuracy standard of 95% per DMA.
ROLE OVERVIEW
Miya Water is seeking two (2) proactive Field Supervisors to support the Suva–Nausori Non-Revenue Water (NRW) Reduction Project. The supervisor will lead and manage field implementation of water network cadastre validation and valve investigation activities across multiple District Metered Areas (DMAs). Reporting to the Site Manager, each Supervisors will coordinate and execute daily field operations, guide and support field teams, and ensure that all activities are carried out safely, accurately, and in line with project procedures.
KEY RESPONSIBILITIES
- Supervision: Supervise water network cadastre and valve teams, ensuring efficient deployment, task allocation, and adherence to project schedules across assigned DMAs.
- Field Execution: Oversee all field activities to ensure compliance with approved methodologies while maintaining high standards of data accuracy, completeness, and consistency in the following main tasks:
- Valve Verification & Exercising: Locate and inspect network valves using visual inspection, manual operation, and sounding methods. Assess operational status and condition, providing recommendations for corrective actions.
- Network Cadastre Field Work: Conduct field asset surveys with GPS rovers and GIS collectors to capture, verify, and update water network asset attributes.
- Boundary Validation: Set-up and perform Zero Pressure Tests (ZPT) to validate the DMA boundary integrity.
- Team Support: Provide on-site guidance, mentorship, and troubleshooting support to field teams to ensure efficient and effective operations.
- Equipment Management: Oversee the proper use and maintenance of field equipment (e.g., pipe locators, listening sticks, GPS devices), always ensuring operational readiness.
- Compliance and Coordination: Ensure compliance with approved methods, safety procedures, and project specifications. Coordinate with HSE and community engagement team to manage site access, traffic control, and stakeholder interactions.
- Reporting. Maintain detailed records of field activities and reports. Identify and escalate operational issues including supply disruptions, network anomalies, access constraints, or utility conflicts.
REQUIRED TECHNICAL PROFILE
- Education: Diploma, or Degree in Civil Engineering, Water Management, Engineering, Surveying, or a related field. Candidates with relevant technical training or trade backgrounds are encouraged to apply.
- Experience: At least 2 years of experience in field operations (e.g., water networks, construction, utilities, or surveying). Previous supervisory or team leadership experience is an advantage but not mandatory.
- Technical Aptitude: Basic understanding of water distribution systems, pipelines, or infrastructure works. Willingness and ability to learn DMA concepts, valve operations, and network cadastre processes through on-the-job training.
- Tools & Technology: Basic familiarity with smartphones, tablets, or digital data collection tools. Openness to learning GIS-based applications and field equipment (e.g., pipe locators, GPS devices). Experience with basic reporting (e.g., using Excel or similar tools) is an advantage.
- Soft Skills: Strong work ethic, problem-solving ability, and willingness to lead in a team environment.
- Communication & Community Engagement: Ability to communicate clearly and respectfully with team members and the public, including handling property access and community concerns in a professional manner.
- Work Environment: Comfortable working in varying field conditions across multiple locations.

- Must be a Fiji citizen
- Proficient in English (oral and written)
- Fluency in Fiji Hindi and/or iTaukei is highly advantageous for community engagement and field de-escalation.
