The Organisation
The Commercial Investment Unit (CIU) is a statutory body of the Vanuatu Government. Under the Commercial Government Business Enterprise Act of 2024, the CIU has mandatory oversight of State-Owned Enterprises.
The Position
The Accountant and Systems Analysts will be responsible to provide technical support across the following state-owned enterprises:
- Airports Vanuatu Limited (AVL)

Air Vanuatu (Operations) Limited (AVOL)
-
National Housing Corporation (NHC)
-
Vanuatu Broadcasting and Television Corporation (VBTC)
-
Vanuatu Post Limited (VPL)
-
Vanuatu Rural Development Bank (VRDB)
The accountants (TA) will work with SOE counterparts to address a number of questions while, at the same time, supporting the SOE to produce draft half-yearly and annual financial statements within the legislated time frame. The project will be implemented over two phases, with total inputs of approximately one month for each phase. More detail can be obtained from the Terms of References (TOR).
Essential Selection Criteria
► Tertiary qualification in Accounting, Finance, or a related discipline, with a professional accounting qualification (e.g. CPA, CA, ACCA, or equivalent) and a Chartered Accountant body affiliation
► Proven ability to analyse financial and management information systems, identify system, process, and staffing gaps, and develop practical and implementable solutions
► In-depth knowledge of multiple accounting software
► Experience in multiple business industries
► Excellent written and verbal communication skills, including the ability to prepare clear analytical reports for management and Boards
► Citizen of Australia or New Zealand or Fiji
► Ability to obtain a Police Clearance check
Desirable Selection Criteria
► Experience with small-island nations' governments/SOEs within the Pacific region
► Experience with Accounting
► Minimum of 5-year experience
► Experience in aviation industry accounting and systems analysis
