Qelemaroroi Holdings Pte Limited (QHPL), the investment holding company of the iTaukei Land Trust Board (TLTB), invites applications from suitably qualified and experienced individuals for the position of Chief Executive Officer (CEO).

The CEO will lead the growth of QHPL as a leading indigenous investment institution focused on strategic investments, land development, financial services, partnerships and sustainable wealth creation for iTaukei landowners.

Job description:
 Key Outcomes:

Strategic Leadership

  • Develop and execute QHL’s long-term investment strategy.
  • Position QHL as a leading indigenous investment institution in Fiji and the Pacific.
  • Identify and evaluate emerging commercial opportunities.
  • Lead strategic planning and portfolio growth initiatives.
  • Drive long-term value creation for landowners.

Capital and Investment Leadership

  • Optimise the allocation and utilisation of capital across the Group.
  • Identify, evaluate and execute strategic investments and acquisitions.
  • Structure, negotiate and oversee joint ventures and strategic partnerships.
  • Develop innovative funding and capital-raising opportunities.
  • Lead transaction due diligence and investment decision-making processes.

Portfolio Management

  • Build and manage a diversified investment portfolio.
  • Monitor subsidiary and portfolio performance.
  • Maximise portfolio returns and Net Asset Value.
  • Ensure appropriate balance between income generation and long-term asset growth.
  • Recommend portfolio optimization strategies to the Board.

Land Development and Property Investment

  • Oversee strategic land development projects.
  • Drive commercial property development opportunities.
  • Ensure projects deliver sustainable financial and economic returns.
  • Promote innovative utilization of iTaukei land assets.

Financial Inclusion and Financial Services

  • Lead the development of Qelemaroroi Finance Pte Limited (QFL).
  • Drive financial inclusion initiatives targeting landowners.
  • Support the phased development of a future Landowners Financial Institution.
  • Establish appropriate financial governance and risk frameworks.

Governance, Risk and Compliance

  • Establish enterprise governance systems and controls.
  • Implement robust risk management frameworks.
  • Ensure compliance with all legal and regulatory obligations.
  • Maintain a culture of integrity, accountability and transparency.
  • Protect QHL’s reputation and shareholder interests.

Stakeholder Engagement

  • Maintain strong strategic relationships with:
  • Government agencies.
  • Regulatory authorities.
  • Development partners.
  • Financial institutions.
  • Landowner groups and representatives.

Organizational Development

  • Build and lead a high-performing executive team.
  • Establish scalable systems, policies and processes.
  • Drive performance management and accountability frameworks.
  • Develop leadership capability and succession planning.
  • Foster a strong commercial culture aligned with QHL’s values and purpose

Qualifications /

Experience

Essential Qualifications
  • Postgraduate qualification in:
  • Finance
  • Commerce
  • Economics
  • Business Administration
  • Investment Management
  • Related discipline
Desirable Qualifications
  • MBA, CFA, CPA, CA or equivalent professional qualification.
  • Experience in indigenous, development finance or emerging market investment environments.
  • Experience working with Boards and Government stakeholders.

Work Knowledge and Experience

  • At least 10 years in strategic leadership and management experience at senior executive position ideally in a leading organization with strong sense of commitment to serving the Fijian people.
  • Strong leadership and a good understanding of Strategy and Policy Formulation and Implementation
  • Demonstrated ability to implement strategies and deliver outcomes as required of a CEO role;
  • Proven transaction and investment experience.
  • Proven ability to provide strategic and independent advice to Board and senior level management on technical matters and understands the bigger picture of positioning the organization to face and expect on-going challenges during turbulent times and circumstances.
  • Proven strong interpersonal skills to manage human competencies with strong people management skills;
  • Proven high level strategic planning experience and organization competencies – develop clear goals, policies and objectives and consistent with organizational strategies – identification of priority areas for actions and implementations.

Compensation:
  • Grade 11 of the TLTB salary scale on a 3 years contract
