Program Overview: 

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.  

The Platform will deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

The Platform has three functional Outcomes:  

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

 

AFHP Overview:

The Fiji Program Support Platform (the Platform) implements over fifty percent of Australia’s bilateral development support to Fiji across a range of sector programs in education, health, Australia Awards, disaster response, cyclone recovery, social infrastructure and technical assistance to improve public sector governance in Fiji.  

The Platform integrates cross-cutting themes, including gender equality, disability and social inclusion (GEDSI), climate and disaster resilience, across sectoral programs. In particular, the Platform seeks to strengthen program outcomes by better addressing the needs of targeted beneficiaries including those who are often marginalised.

The Australian Government is supporting Fiji’s health sector through the Australia Fiji Health Program (AFHP, the Program) working with the Ministry of Health and Medical Services (MHMS).

The program’s high-level End of Program Outcomes (EOPOs) are:

  • Improved systems are used by MHMS and health workers for evidence-based planning and resource allocation (workforce and budget), clinical care, digital health and medical supply chains; and 
  • Targeted healthcare facilities equitably deliver improved primary health services, with a focus on sexual and reproductive health and rights (SRHR) and non-communicable disease (NCD) services. 


The funding for the program is approximately AUD 45million over 9 years (5 years, with an option to extend a further 4 years) and delivered through a range of activities (interventions) to achieve the program’s objectives where implementation modalities include technical advice, procurement of technical services and goods, minor works and infrastructure upgrades, capacity building and training support, support to Ministry led initiatives and innovations, and grants to civil society organisations (CSOs).

AFHP is designed to support the MHMS achieve the goals and objectives in its Strategic Plan and Annual Operational Plans, and AFHP’s workplans are targeted to support specific components of the Ministry’s plans.

Recent natural disasters such as cyclones, and public health emergencies in Fiji including COVID-19 have highlighted major challenges for pandemic preparedness and response during epidemics and other health emergencies. In this context, around 10% of program funding will be allocated for MHMS to assign to emerging needs and priorities as they arise. Funding may be allocated toward preparedness and responses to public health emergencies, or related opportunities for reform and innovation. 

Position Summary:

The Program Support Officer will provide coordinated administrative, logistics and implementation support across the Australia Fiji Health Program (AFHP). Under the direction of the Program Manager, Health, and in close collaboration with the Operations Coordinator and AFHP project leads, the position supports efficient implementation of AFHP activities across Intermediate Outcomes (IOs) through activity coordination, document preparation, records management, meeting and workshop support, travel and logistics arrangements, routine follow-up on agreed actions and administrative support to routine finance documentation processes.

The role is designed to strengthen day-to-day program delivery by ensuring activities are well organised, properly documented, and progressing in line with approved plans and Platform processes. As part of the Operations Team, the Program Support Officer complements the work of the Operations Coordinator, Operations Officer and Finance Coordinator by focusing on practical program support, document coordination and routine administrative follow-up, without duplicating specialist procurement, finance or higher-level operational responsibilities. 

Key Responsibilities: 

Program and Activity Coordination

  • Support coordination of AFHP activities, including tracking actions, timelines, documentation requirements and next steps.
  • Maintain coordination tools (e.g. trackers, schedules, action logs) to support timely implementation.
  • Assist in preparing and organising routine implementation documents, briefing materials and supporting records.
  • Follow up on agreed actions, submissions and deadlines, escalating issues where required.

 

Logistics and Administrative Support

  • Coordinate logistics for meetings, workshops, trainings and field activities (venues, travel, accommodation, materials and communications).
  • Prepare activity documentation including participant lists, attendance records, agendas and meeting packs.
  • Provide administrative and on-the-ground coordination support during activity implementation and post-activity follow-up (e.g. records, feedback, filing).
  • Provide general administrative support including document formatting, minute-taking and coordination of routine approvals.

 

Procurement and Finance Process Support 

  • Support procurement and finance processes by compiling documentation, obtaining quotations and preparing request submissions.
  • Track the status of procurement, travel, advances, acquittals and payment requests, and follow up on outstanding actions.
  • Assist with acquittal and filing of supporting documentation for activities and related expenditures. 

 

Program Management Support

  • Support the Program Manager, Health with coordination of meetings, scheduling, action tracking and preparation of briefing materials.
  • Assist in consolidating inputs for internal updates, reports and implementation summaries.
  • Maintain selected planning and tracking tools used for monitoring workflows and deadlines.
  • Provide coordination support for recruitment, onboarding and offboarding processes as required. 

 

Information Management and Compliance

  • Maintain accurate and well-organised records for activities, meetings, approvals and correspondence in accordance with Platform requirements.
  • Ensure documentation for assigned activities is complete, current and accessible for review or audit purposes.
  • Support compliance with Platform processes, templates and documentation standards, including safeguarding and risk-related records. 

 

GEDSI and Safeguarding Support  

  • Support integration of GEDSI considerations into activity planning and documentation as appropriate.
  • Assist in ensuring safeguarding and compliance documentation (e.g. child protection, PSEAH, fraud awareness) is completed, filed and maintained.
  • Support adherence to Platform policies and contribute to maintaining records for compliance and audit requirements.

 

General

  • Undertake other reasonable duties as directed by the Program Manager, Health

Selection Criteria: 

Qualifications

  • Diploma or Tertiary qualification in business administration, management, public administration, project coordination, public health or another relevant field is desirable.

Experience

  • Demonstrated experience in administration, logistics, office coordination or project support roles.
  • Experience supporting workshops, travel, meetings or event logistics in a program or project environment.
  • Experience maintaining trackers, filing systems and routine documentation to support implementation.
  • Experience working with multiple teams and managing competing priorities under tight timeframes.
  • Experience in donor-funded, government, health or development program environments is an advantage.

Knowledge and Skills

  • Strong organisational skills and attention to detail.
  • Ability to coordinate multiple tasks and follow through on actions and deadlines.
  • Good written and verbal communication skills and ability to work effectively with diverse stakeholders.
  • Sound computer skills, including Microsoft Word, Excel, Outlook and Teams.
  • Ability to maintain accurate records and apply document management requirements.
  • Understanding of routine procurement, finance and program administration processes, including document collation, acquittal support, filing and tracker maintenance, with the ability to support these functions without duplicating specialist responsibilities.
