GGGI's program in the Pacific supports green growth and climate action across different sectors in five GGGI members countries - Fiji, Kiribati, Papua New Guinea, Tonga and Vanuatu - as well as other partner countries in the Pacific. In partnership with the United Nations Environment Programme (UNEP) with funding support provided by the Global Environment Facility (GEF), GGGI is co-executing three E Mobility projects, covering Fiji, Solomon Islands and Vanuatu. The projects aim to support the transformation of land transport sector in the three countries toward net-zero greenhouse gas (GHG) emissions while reducing other transport-related pollutants through the environmentally sound use and management of electric vehicle (EV) technologies.
Key components of the E-Mobility portfolio include:
GGGI will mobilize one (1) individual consultant as the expert to conduct the capacity assessments and trainings on sustainable transport on a deliverable basis.
For each project country (Fiji, Solomon Islands, and Vanuatu) the Inter-Sectoral Coordination Platform (ISCP) is the coordination mechanism that has been established to facilitate collaboration among relevant government institutions and stakeholders to ensure coherent planning, policy alignment, and effective implementation of electric mobility and sustainable transport initiatives.
The Consultant shall be responsible for assessing the technical capacity of the Inter-Sectoral Coordination Platform with respect to electric mobility and sustainable transport, including non-motorized transport (NMT) and public transport planning. This shall include an evaluation of the existing technical competencies and available human resources among platform member institutions.
Based on the assessment, the Consultant shall design and deliver two (2) gender-responsive one-day capacity-building training sessions for platform members, focusing on electric mobility and sustainable transport. In addition, the Consultant shall prepare a structured capacity-building and training roadmap, identifying relevant short-, medium-, and long-term training opportunities, including both freely available and paid courses, to support the continued strengthening of institutional and individual capacities. The Individual Consultant will report to the Chief Technical Advisor (CTA) for the completion of the tasks and duties at the GGGI in which the Individual Consultant will be retained.
Under the guidance of the CTA and supported by the In-country representatives, the consultant will be responsible for:

- Structured online surveys (technical knowledge, institutional readiness, training needs);
- Interview guides for key stakeholders and platform members;
- Competency mapping templates by thematic area (EVs, NMT, public transport, planning, finance, regulation).
- Summary of current capacity levels;
- Key gaps and risks;
- Priority capacity-building needs for short-, medium, and long-term horizons.
D2 and D3:
- PowerPoint presentations;
- Case studies (regional / SIDS-relevant);
- Interactive exercises and group work materials.
- Group discussions;
- Problem-solving exercises;
- Scenario-based discussions on EV and sustainable transport implementation.
D4:
- Freely available online courses;
- Paid regional and international programs;
- Technical certifications and peer-learning platforms.
All output must be in English and as per the format suggested by the CTA. The consultant will be paid based on the completion of the following deliverables as per the schedule outlined in the table below.

The payments under this contract shall be made on a lump-sum basis and shall be deemed to include all costs related to the performance of the services, including the costs associated with two (2) trips (August 2026 and October 2026) of up to fifteen (15) working days each covering the three project countries. The Consultant shall be responsible for organizing their own travel and related arrangements, subject to prior agreement on travel modalities.

Interested candidates must meet the minimum qualifications listed above. Selection will be based on a panel evaluation of the criteria below. Only shortlisted applicants will be contacted for an interview. GGGI does not pay for any expenses associated with the interviews unless pre-authorized. Reference checks will be conducted for selected candidates. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.
