PROJECT BACKGROUND

GGGI's program in the Pacific supports green growth and climate action across different sectors in five GGGI members countries - Fiji, Kiribati, Papua New Guinea, Tonga and Vanuatu - as well as other partner countries in the Pacific. In partnership with the United Nations Environment Programme (UNEP) with funding support provided by the Global Environment Facility (GEF), GGGI is co-executing three E Mobility projects, covering Fiji, Solomon Islands and Vanuatu. The projects aim to support the transformation of land transport sector in the three countries toward net-zero greenhouse gas (GHG) emissions while reducing other transport-related pollutants through the environmentally sound use and management of electric vehicle (EV) technologies.

Key components of the E-Mobility portfolio include:

• Strengthening enabling conditions through improved policies, regulatory frameworks, and enhanced inter-sectoral coordination within government;
• Developing and implementing integrated Sustainable Urban Mobility Plans (SUMPs) and Non-Motorized Transport (NMT) strategies to guide a coordinated shift toward low-carbon, inclusive, and safe urban mobility;
• Generating practical experience in the financing of electric vehicles and developing financial instruments to support their uptake;
• Building human and institutional capacities among policymakers, service providers, and financial institutions to support effective implementation of the transition; and
• Conducting awareness-raising and capacity-building activities to support increased uptake of electric vehicles and sustainable transport actions.

OBJECTIVES OF THE ASSIGNMENT

GGGI will mobilize one (1) individual consultant as the expert to conduct the capacity assessments and trainings on sustainable transport on a deliverable basis.

For each project country (Fiji, Solomon Islands, and Vanuatu) the Inter-Sectoral Coordination Platform (ISCP) is the coordination mechanism that has been established to facilitate collaboration among relevant government institutions and stakeholders to ensure coherent planning, policy alignment, and effective implementation of electric mobility and sustainable transport initiatives.

The Consultant shall be responsible for assessing the technical capacity of the Inter-Sectoral Coordination Platform with respect to electric mobility and sustainable transport, including non-motorized transport (NMT) and public transport planning. This shall include an evaluation of the existing technical competencies and available human resources among platform member institutions.

Based on the assessment, the Consultant shall design and deliver two (2) gender-responsive one-day capacity-building training sessions for platform members, focusing on electric mobility and sustainable transport. In addition, the Consultant shall prepare a structured capacity-building and training roadmap, identifying relevant short-, medium-, and long-term training opportunities, including both freely available and paid courses, to support the continued strengthening of institutional and individual capacities. The Individual Consultant will report to the Chief Technical Advisor (CTA) for the completion of the tasks and duties at the GGGI in which the Individual Consultant will be retained.

DELIVERABLES AND PAYMENT SCHEDULE

Under the guidance of the CTA and supported by the In-country representatives, the consultant will be responsible for:
D1:

• Review relevant project documents, national transport policies, and existing capacity-building initiatives in the region as well as in national and regional universities.
• Design a standardized capacity assessment framework applicable across Fiji, Solomon Islands, and Vanuatu, allowing for country-specific contextualization.
• Develop assessment tools, including:

- Structured online surveys (technical knowledge, institutional readiness, training needs);
- Interview guides for key stakeholders and platform members;
- Competency mapping templates by thematic area (EVs, NMT, public transport, planning, finance, regulation).

• Administer surveys to ISCP platform members and relevant institutions in each country.
• Conduct targeted key informant interviews (online or in-person) with selected government agencies, regulators, utilities, transport authorities, and private-sector representatives as needed.
• Compile and validate responses, ensuring adequate representation across institutions and gender where feasible.
• Analyze existing technical capacity, human resource availability, and institutional gaps by country.
• Identify priority skill gaps and capacity constraints relevant to project implementation.
• Prepare a country-specific and comparative assessment report, including:

- Summary of current capacity levels;
- Key gaps and risks;
- Priority capacity-building needs for short-, medium, and long-term horizons.

D2 and D3:

• Develop two full day gender-responsive training agenda tailored to each country context, aligned with findings from the capacity assessment.
• Prepare training materials, including:

- PowerPoint presentations;
- Case studies (regional / SIDS-relevant);
- Interactive exercises and group work materials.

• Design and administer pre-training surveys to assess baseline knowledge and expectations.
• Facilitate interactive sessions, including:

- Group discussions;
- Problem-solving exercises;
- Scenario-based discussions on EV and sustainable transport implementation.

• Ensure active participation and inclusive engagement of platform members.
• Administer post-training surveys to assess knowledge gains and participant satisfaction.
• Document key discussion points, participant feedback, and lessons learned.

D4:

• Identify short-, medium-, and long-term capacity-building priorities by thematic area and stakeholder group.
• Identify and curate relevant training opportunities, including:

- Freely available online courses;
- Paid regional and international programs;
- Technical certifications and peer-learning platforms.

• Map opportunities to identified capacity gaps and target audiences.
• Develop a structured, practical Capacity Building and Training Roadmap document each for ISCP members in Fiji, Solomon Islands, and Vanuatu.

All output must be in English and as per the format suggested by the CTA. The consultant will be paid based on the completion of the following deliverables as per the schedule outlined in the table below.

The payments under this contract shall be made on a lump-sum basis and shall be deemed to include all costs related to the performance of the services, including the costs associated with two (2) trips (August 2026 and October 2026) of up to fifteen (15) working days each covering the three project countries. The Consultant shall be responsible for organizing their own travel and related arrangements, subject to prior agreement on travel modalities.

EXPERTISE INFORMATION

Education

Essential:

• Advanced university degree (Master’s level) in transport planning, urban planning, engineering, economics, public policy, environmental studies, or a related discipline; or
• An equivalent combination of education and extensive professional experience relevant to electric mobility and sustainable transport.

Desirable:

• Specialized academic training or professional certification in electric mobility, sustainable urban mobility, non-motorized transport (NMT), or public transport planning.
• Formal training in capacity building, adult learning methodologies, or training-of-trainers approaches.

Professional Experience

Essential:

• A minimum of fifteen (15) years of professional experience in electric mobility and sustainable transport planning, including demonstrated expertise in non-motorized transport (NMT) and public transport systems.
• Proven experience in assessing technical capacity and available human resources within sectoral platforms, multi-stakeholder coordination mechanisms, or institutional settings.
• Demonstrated track record in designing and delivering comprehensive one-day, in-person training programmes on electric mobility and sustainable transport for public-sector and institutional stakeholders.
• Substantial experience in developing structured capacity-building and training strategies, including short-, medium-, and long-term training roadmaps that draw on a mix of freely available and paid learning resources.
• Experience working with government institutions, regulators, or public agencies in developing country contexts.

Desirable:

• Prior professional experience in Small Island Developing States (SIDS) or comparable contexts.
• Experience supporting projects financed by international development partners or multilateral organizations (e.g. UN agencies, GEF, MDBs).
• Experience integrating gender-responsive and inclusive approaches into transport planning or capacity-building initiatives.

Technical and Professional Skills

Essential:

• In-depth technical knowledge of electric mobility systems and sustainable transport planning, including policy, regulatory, institutional, and implementation dimensions.
• Strong analytical skills with demonstrated ability to translate capacity assessment findings into actionable training and institutional strengthening recommendations.
• Proven ability to develop high-quality technical outputs, including capacity assessment reports, training materials, and strategic training roadmaps.
• Excellent facilitation, communication, and stakeholder engagement skills, with the ability to lead interactive training sessions and multi-stakeholder discussions.

Desirable

• Familiarity with blended learning approaches, including the use of online platforms and digital training tools.
• Experience working in multi-country and multicultural project environments.
• Ability to adapt training content to diverse institutional capacities and national contexts

Interested candidates must meet the minimum qualifications listed above. Selection will be based on a panel evaluation of the criteria below. Only shortlisted applicants will be contacted for an interview. GGGI does not pay for any expenses associated with the interviews unless pre-authorized. Reference checks will be conducted for selected candidates. The applicant’s references must be able to provide substantive information about his/her past performance and abilities.
