Job Description & Skills/Qualifications Required

Purpose of the Role:  

The Legal Officer will provide essential legal, compliance, contract, litigation, and governance support to ensure Fiji Airports adheres to all applicable laws and regulatory requirements. The role will support the Senior Legal Officer (SLO) in conducting legal research, reviewing contracts, handling litigation matters, risk management, monitoring compliance, and assisting with corporate governance functions. The LO will also contribute to policy development, legal advisory services, and board secretariat operations.

Key Accountabilities:

Legal & Compliance Support

  • Conduct legal research and draft legal memoranda, summaries, and opinions on issues affecting Fiji Airports.
  • Assist in reviewing, drafting, and negotiating contracts with airlines, service providers, and government entities.
  • Ensure Fiji Airports' compliance with relevant aviation, corporate, employment, and regulatory laws.
  • Monitor legal and regulatory developments, preparing reports on legislative changes and their implications.
  • Support the Senior Legal Officer in identifying legal risks and developing mitigation strategies.
  • Represent the airport in legal proceedings as required, ensuring proper legal representation.

Corporate Governance Support

  • Assist in preparing and distributing board meeting agendas, materials, and minutes, ensuring compliance with legal requirements.
  • Ensure the timely completion of board resolutions, decision registers, and action logs.
  • Manage legal team’s calendars and ensure compliance with obligations under the Companies Act 2015 and Public Enterprise Act 2019.
  • Support the monitoring and maintenance of statutory and governance records in line with regulatory standards.

Contract & Policy Review

  • Support the review and management of contracts to ensure legal soundness and effective risk assessment.
  • Assist in policy development and regulatory compliance projects, ensuring alignment with legal standards.
  • Maintain the contract repository and legal document filing system to ensure easy access and effective management of legal records.

Administrative & Departmental Support

  • Maintain legal department records, databases, and correspondence tracking, ensuring all documentation is up to date and easily accessible.
  • Monitor and track legal deadlines, case files, and compliance reporting to ensure timely resolution of legal matters.
  • Assist in the preparation of the legal services budget and manage external counsel relationships.
  • Ensure the proper management of all legal compliance matters related to aviation laws, industry regulations, and court decisions that impact airport operations.

Additional Legal Responsibilities

  • Provide legal counsel on employee relations, workplace policies, and ensure compliance with labour laws.
  • Advise on employment contracts, terminations, and dispute resolution, ensuring adherence to relevant legal frameworks.
  • Draft and review internal policies and procedures to ensure legal compliance across the organization.
  • Internal representation and specialised support in various legal matters.

Qualifications, Professional Knowledge and Experience:

  • Bachelor of Laws (LLB) with a valid Legal Practicing Certificate in Fiji.
  • Minimum of 3 - 5 years post-admission experience in corporate, commercial, regulatory, or aviation law.
  • Some previous experience and/or exposure to litigation at the High Court and Magistrates Court levels.
  • Knowledge of Fiji’s legal framework and legislation, particularly in aviation and company law.
  • Previous experience in administrative roles, compliance and contract review is an advantage.
  • Strong legal research, drafting, and analytical skills.
  • Proficiency in Microsoft Office, legal research databases, and document management systems.
