Manager Properties & Landside Development

Job Description & Skills/Qualifications Required

Purpose of the Role:  

The Manager-Landside & Property is responsible for leading, optimising and growing Fiji Airports’ landside commercial and property portfolio through strategic land use planning, property management, investment assessment, and commercial development.  The role provides strategic oversight of estates and land use planning activities, translates the Landside Master Plan and Fiji Airports Strategy into executable commercial outcomes, and ensures that land property assets are commercially optimised, financially viable, and investment ready. The position plays a critical role in business case development, financial and investment modelling, partnership structuring and Board-level commercial decision-making, while supervising and guiding the Team Leader Estate & Land use Planning. 

Key Accountabilities:

1. Strategic Landside & Property Development:

  • Lead the strategic planning development and optimisation of Fiji Airports’ landside commercial and property assets across main and outer island airports.
  • Translate the Landside master Plan into commercially viable land use strategies and development pipelines.
  • Identify, assess and prioritise land and property development opportunities aligned to FA’s corporate strategy and long-term revenue growth objectives.
  • Ensure land use planning supports aviation operations with maximising non-aeronautical revenue yield. 

2. Investment Analysis & Business Modelling:

  • Lead the development of investment appraisals, feasibility studies, and business cases for landside and property developments. o Prepare and review financial models including cash flow forecasts, IRR, NPV, payback analysis and sensitivity scenarios. o Advise the GMC and Executive Management on investment options, risk exposure, and return optimisation strategies.
  • Support capital investment decisions and provide clear commercial recommendations for Board consideration. 

3. Property & Estates Governance:

  • Provide oversight of all land lease and property agreements, ensuring compliance, value optimisation and alignment with approved strategies.
  • Ensure proactive lease reviews, renewal, market testing and rental optimisation in line with fair market value principles. 
  • Oversee land valuation processes and engage professional values as required.
  • Ensure effective management of residential and commercial estates, including maintenance governance and tenancy compliance. 

4. Commercial & Revenue Performance:

  • Drive growth in landside and property revenue through new developments, renewals restructuring and partnership opportunities.
  • Ensure revenue targets and budgets are achieved or exceeded, while maintaining cost discipline.
  • Monitor portfolio performance, vacancy levels, arrears, and yield metrics and implement corrective strategies where required. 

5. Leadership & People Management:

  • Directly supervise and mentor the Team Leader Estate & Land Use Planning, ensuring clear accountability, capability development and succession planning.
  • Set, monitor and review KPIs for landside and property teams aligned to Commercial and Corporate scorecards.
  • Foster a high-performance, commercially driven and collaborative culture across the landside and estates functions. 

6. Stakeholder & Partner Engagement:

  • Lead engagement with investors, developers, tenants, landowners, regulators and government agencies in relation to landside development.
  • Support negotiations on complex commercial land leases, joint ventures, PPPs and development agreements. o Represent the Commercial Division in internal and external forums relating to land use and property development. 

7. Governance, Reporting & Board Support:

  • Prepare and review high-quality Board and Executive papers related to landside and property investments, strategy and performance.
  • Ensure strong governance, documentation, risk management and audit readiness across all property and land use activities. Support compliance with all relevant land, contract and aviation-related legislation and policies. 

 

Qualifications, Professional Knowledge and Experience:

  • Bachelor’s degree in Property, Land Management, Real Estate, Economics, Finance, Business, Planning or a related discipline. Having an engineering background is an advantage. 
  • Minimum 7-10 years’ experience in property, land development, commercial real estate or infrastructure-related environments.
  • Demonstrated experience in investment analysis, business case development and financial modelling.
  • Strong commercial acumen with the ability to assess risk, value and long-term returns.
  • Proven experience preparing Executive and Board-level papers and recommendations. 

Desirable:

  • Postgraduate qualification in Finance, MBA, Property or Economics.
  • Experience in airports, infrastructure, utilities or large asset-based organisations. 
  • Exposure to PPPs, joint ventures or complex lease structures.
