FPSP Overview:
The Fiji Program Support Platform (FPSP, or the ‘Platform’) is an Australian Government investment that will contribute to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan.
The Platform supports the Department of Foreign Affairs and Trade (DFAT) to deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
- The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
- The Platform has prioritised gender equality and disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji agencies.
- The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance and public diplomacy, effective decision making and risk management.
Infrastructure Programs Overview:
The Australian Government is currently delivering three social infrastructure programs (Infrastructure Programs) in Fiji:
- The New National Tertiary Hospital Master Plan Program will deliver a comprehensive masterplan for a new national referral hospital.
- Fiji Social Infrastructure Program (FSIP) will support upgrades to school infrastructure, commencing with priority schools identified through an audit of Suva-Nausori school infrastructure; and provide technical assistance to the Ministries of Education and Health to uplift their systems, process and capacity for maintenance and upgrades over the medium term.
Position Summary:
The Master Plan Project Delivery Lead is a lead‑level, delivery‑focused position responsible for the end‑to‑end management of the new National Tertiary Hospital Master Plan Program.
The role provides dedicated leadership, accountability and technical oversight to ensure the new National Tertiary Hospital Master Plan Program is delivered to agreed scope, quality, schedule and budget, and in alignment with DFAT and Government of Fiji priorities.
The role also has responsibility for ensuring the Program is supported by a robust communications and public diplomacy approach, and for supporting engagement with potential financiers to ensure master plan and business case outputs are fit-for-purpose for future financing decisions.
While reporting to the Team Leader, Infrastructure, the Project Delivery Lead has direct accountability for this specific investment, with a strong emphasis on hands‑on delivery management and consultant and contract oversight.
Key Responsibilities:
Program Leadership and Delivery
- Lead and manage the delivery of the new National Tertiary Hospital Master Plan Program in accordance with contracted scope, schedule, budget and quality requirements.
- Be the primary point of day‑to‑day accountability within FPSP for Program delivery, escalating strategic, high‑risk or sensitive issues to the Team Leader, Infrastructure, as required.
- Plan and manage delivery of all remaining master planning stages, including the Preliminary Master Plan, Feasibility Study (Concept Design) and Business Case (Schematic Design).
- Develop, implement and maintain Annual Work Plans to guide Program delivery and align activities with agreed objectives, budgets and timelines.
- Ensure delivery is informed by the Monitoring, Evaluation and Learning (MEL) Results Framework, with learning actively used to adapt implementation where required.
- Oversee and quality‑assure all technical inputs and deliverables to ensure they are robust, coordinated, climate-resilient and aligned with Fiji’s long‑term health service needs.
- Lead Program-related procurement with FPSP Procurement and Contracts teams and Transaction Advisers, ensuring value for money and compliance with FPSP requirements and Commonwealth Procurement Rules.
- Manage all Program consultant contracts, including performance oversight, deliverable review, variations and payment approvals.
- Lead Program-level risk management, including maintaining the risk register, monitoring key delivery and strategic risks and preparing regular risk reporting.
Stakeholder engagement
- Build and maintain effective working relationships with GoF stakeholders (including MoSPNDS and MoHMS), DFAT, development partners, multilateral development banks and key industry stakeholders.
- Support DFAT’s strategic oversight through proactive engagement, clear communication and well-functioning governance arrangements.
- Manage and support Program governance forums, including the Project Steering Committee, Technical Working Groups and the Program Coordination Group meetings, ensuring timely, accurate and decision-focused reporting.
- Support engagement with the private sector and other relevant stakeholders to inform planning and promote understanding of outputs.
- Proactively support engagement with multilateral development banks and other potential financiers, ensuring the master plan and business case are aligned with their appraisal requirements, systems and processes to support further financing of hospital construction.
- Lead close coordination with the Platform Communications team and DFAT to ensure a proactive, strategic and well-sequenced communications and public diplomacy approach throughout the Program.
Reporting, Performance and General Responsibilities
- Ensure all reporting requirements are met to agreed quality and timelines, including progress reports, financial reports, forecasts, and completion reporting.
- Ensure all deliverables, milestones and KPIs are achieved on time and meet internal (Abt) and external (DFAT) requirements.
- Maintain a high level of responsiveness to DFAT requests and emerging priorities.
- Contribute to Infrastructure portfolio coherence and strategic direction, including through regular engagement with the Team Leader, Infrastructure and participation in Program Coordination Group processes.
- Promote sustainable, climate-resilient and innovative approaches to infrastructure planning and delivery.
- Ensure the Program is delivered on time, within budget and in accordance with value for money principles.
- Undertake other Program-related duties as directed by the Team Leader, Infrastructure.
Key Deliverables:
- Delivery of the New National Hospital Master Plan, including the Preliminary Master Plan, Feasibility Study and Business Case, in accordance with approved scope, timeframes and quality standards.
- Annual Work Plans developed and implemented, aligned with Program objectives, budgets and DFAT requirements.
- A Communications and Public Diplomacy Plan developed and implemented in coordination with the Platform Communications team and DFAT, including key messages, milestones and products to support stakeholder engagement and public messaging.
- High-quality monthly, six-monthly and annual progress reports submitted, informed by the Results Framework and drawing on evidence from the Platform’s MEL system.
- Six-monthly budget reviews and forward forecasts prepared and maintained, aligned with Program delivery and financial management requirements.
- Program Completion Report prepared at the conclusion of the assignment, meeting DFAT and Abt reporting standards.
- Effective functioning of Program governance, including regular Program Coordination Group meetings and timely, accurate updates to DFAT and key stakeholders.
- All Program reporting, milestones, deliverables and KPIs submitted on time and meeting internal (Abt) and external (DFAT) quality requirements.

Selection Criteria:
Qualifications
- Postgraduate qualification in a relevant discipline (e.g. project management, engineering, architecture, construction management, health planning or international development), or equivalent professional experience.
Experience (essential)
- 10 plus years of senior-level experience in infrastructure program or project management, including planning, design and delivery in complex operating environments.
- Proven experience managing Master Plan developments or large-scale social infrastructure programs (e.g. hospitals, health or education facilities), preferably in developing country contexts and/or donor-funded programs (e.g. DFAT, World Bank, ADB).
- Strong experience delivering programs end-to-end, including work planning, procurement, contract management, financial management and performance reporting.
- Demonstrated financial acumen, including management of large program budgets, forecasting and value for money decision-making.
- Proven leadership of multidisciplinary teams, including building team capability, managing performance and working effectively with national and international staff.
- Excellent stakeholder engagement and communication skills, with demonstrated experience working across government, development partners, private sector and community stakeholders.
- Demonstrated experience applying MEL frameworks to track performance and inform adaptive program delivery.
- Experience integrating cross-cutting priorities such as GEDSI and climate and disaster resilience into infrastructure programs.
