Fiji Program Support Platform

Platform Overview:    

The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment which assists DFAT to deliver Fiji’s national development priorities, in line with Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan for Fiji.  

The Platform supports DFAT to deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, and promote climate action and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:  

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments. 
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies. 
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

In addition to the sector program delivery arrangements, the Platform is also engaged by DFAT to deliver activities under a Multi‑Sector Services Order (MSSO). As part of DFAT’s commitment to providing flexible and responsive support to the Government of Fiji, this contracting modality enables the Platform to provide advisory, non‑advisory and ad‑hoc support services for DFAT that respond to emerging priorities which do not necessarily align with existing sectoral programs and may operate across a range of Government of Fiji agencies. This Position will sit under the MSSO.

Overview and Background:

The Ministry of Justice (MOJ) is undertaking a comprehensive justice sector reform program which outlines an ambitious multi-pillar agenda to modernise, strengthen, and transform justice service delivery nationwide. The reform effort spans digital modernisation, legislative renewal, justice system efficiency, anti-corruption, access to justice, and community engagement. To drive this agenda forward, the Ministry will establish a dedicated technical team that provides strategic coordination, specialist expertise, and operational leadership to ensure reforms are implemented cohesively, efficiently, and with measurable impact.

The team will not replace any existing government actors but will work to enhance implementation capacity through targeted leadership in digital system integration, legal and policy reform, and GEDSI-driven access to justice initiatives. 

Implementation will be through coordinating complex, interdependent workstreams such as e-filing, legislative modernization, trauma-informed training, mobile legal clinics, digital evidence systems, whistleblower frameworks, community paralegal systems, and national dashboards. 

This program structure establishes clear strategic and operational accountability.  Together, this integrated model will drive the successful delivery of the Tier Implementation Matrix by improving coordination across justice institutions, embedding GEDSI principles, strengthening public trust, and ensuring that transformative reforms are delivered in a timely, transparent, and sustainable manner. 

Position Summary: 

The Digital Transformation Lead, Justice (“DTL”) will be a core part of the core reform implementation team. Working alongside the Law and Justice Technical Specialist, the DTL will serve as the Ministry of Justice’s principal technical expert responsible for driving the modernisation of digital systems across the justice sector. This role will lead the design, integration, and implementation of technology solutions that enhance justice efficiency, strengthen oversight mechanisms, and improve access to services. 

The DTL reports indirectly to the Permanent Secretary for Justice for strategic direction and works under the day-to-day coordination of the Law and Justice Technical Specialist to ensure reform sequencing, system interoperability, and timely delivery of project milestones. This role is critical for ensuring that digital solutions are not developed in isolation but contribute to a coherent, secure, and future-ready justice ecosystem, ensuring alignment with the whole of Government digital transformation led by the Digital Government Transformation Office (DGTO) and the requirements of ITC in terms of digital infrastructure and hosting service.

Although contracted under the Platform’s MSSO, the Digital Transformation Lead will also work in close collaboration with the Platform’s Governance Program – the Australia-Fiji Governance Partnership (AFGP) as the positions aligns with AFGP’s broader governance, economic resilience and reform objectives. As such, the positions will work closely with the FPSP Team Leader, Governance for strategic coherence and alignment, and the FPSP Senior Program Manager, Technology and Governance (TAG) Unit for technical supervision.

Key Responsibilities:    

Work alongside the Law and Justice Specialist to:

  • Steer critical workstreams across all pillars as described below.
  • Enhance implementation capacity through targeted leadership in digital system integration, legal and policy reform, and GEDSI-driven access to justice initiatives.
  • Provide updates to FPSP and DFAT on progress. 

Pillar 1: Justice System Efficiency

  • Lead the development and pilot of the user-friendly e-filing portal for Magistrate Courts. 
  • Oversee the procurement and interoperability development, and pilot deployment of digital solutions and tools in the High Court. 

Pillar 2: Anti-Corruption & Oversight

  • Manage the design, data integration, and launch of the public-facing corruption case dashboard. 

Pillar 3: Registry Modernization

  • Supervise integration of national identity verification solutions for existing and future systems and processes.  
  • Lead the "MOJ Dashboard (Phase 1)" build, including establishing real-time data feeds and training MOJ analysts.
  • Oversee the large-scale digitalization projects for land titles and deeds, and birth/death/marriage records.
  • Manage the data exchange integration between various registries and the Legal Aid Commission's mobile platforms.
  • Plan and execute the expansion of digitization to registries in maritime areas.

Pillar 5: Law Enforcement Reform

  • Facilitate the conduct of comprehensive digital needs assessment for the entire justice sector.
  • Support the review and establishment of digitalised evidence systems, including the Police-ODPP digitalised evidence transfer platform.

Cross-Cutting

  • Integrate sectoral digital platforms with the central MOJ Dashboard and ensure GEDSI tech standards are met. 

Key Deliverables:     

  • Functional e-filing system piloted and refined for Magistrate Courts piloted.
  • Digital solutions and transcription tools procured, integrated, and piloted in the High Court.
  • Public-facing corruption dashboard designed, tested, and launched.
  • Biometric ID system procured and piloted within priority registries.
  • Phase 1 of the MOJ Dashboard operational with real-time data feeds and trained MOJ analysts.
  • Digitisation of land and civil registry records initiated with clear implementation milestones.
  • API integrations completed between registries, Legal Aid mobile platforms, and other justice-sector systems.
  • Sector-wide digital needs assessment completed and endorsed.
  • Digital evidence platform piloted and evaluated with Police and ODPP.
  • GEDSI-compliant digital standards applied across all law and justice sector platforms, with feedback mechanisms integrated through Social Listening.

Reporting lines:

  • Directly reporting to Law and Justice Reform Technical Specialist for day-to-day coordination.
  • The Law and Justice Technical Specialist to oversee alignment to National Digital Strategies and requirements. 
  • Indirectly reporting to the Permanent Secretary for Justice for strategic direction. 
  • Indirectly reporting to: FPSP Team Leader, Governance for strategic coherence and alignment with the Australian Fiji Governance Partnership program.

Selection Criteria:    

Qualifications

  • Tertiary qualifications in Public Administration, Law, Social/Political Studies or/and Development Studies, 
  • Essential qualifications in information systems, computer science, software engineering and/or any other related fields

Experience, Knowledge and Skills

  • 5-7 years’ experience leading large-scale digital transformation programs
  • A minimum of 5 years’ experience working on governance and information systems projects is preferred. 
  • Experience working with government partners in law and justice programs.
  • Experience in digital strategy, system architecture, IT procurement, and change management and ability to leverage these skills to deliver transformative, sustainable improvements to Fiji’s justice system.
  • Direct experience in e-filing platforms, digital evidence handling and interoperability development, including pilot deployment of AI transcription tools.
  • Knowledge and experience in data integration and dashboards, Cloud-based platforms, Cybersecurity & data protection knowledge would be an added advantage.
