Fiji Program Support Platform
Platform Overview:
The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment which assists DFAT to deliver Fiji’s national development priorities, in line with Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan for Fiji.
The Platform supports DFAT to deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, and promote climate action and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.
The Platform has three functional Outcomes:
In addition to the sector program delivery arrangements, the Platform is also engaged by DFAT to deliver activities under a Multi‑Sector Services Order (MSSO). As part of DFAT’s commitment to providing flexible and responsive support to the Government of Fiji, this contracting modality enables the Platform to provide advisory, non‑advisory and ad‑hoc support services for DFAT that respond to emerging priorities which do not necessarily align with existing sectoral programs and may operate across a range of Government of Fiji agencies. This Position will sit under the MSSO.
Overview and Background:
The Ministry of Justice (MOJ) is undertaking a comprehensive justice sector reform program which outlines an ambitious multi-pillar agenda to modernise, strengthen, and transform justice service delivery nationwide. The reform effort spans digital modernisation, legislative renewal, justice system efficiency, anti-corruption, access to justice, and community engagement. To drive this agenda forward, the Ministry will establish a dedicated technical team that provides strategic coordination, specialist expertise, and operational leadership to ensure reforms are implemented cohesively, efficiently, and with measurable impact.
The team will not replace any existing government actors but will work to enhance implementation capacity through targeted leadership in digital system integration, legal and policy reform, and GEDSI-driven access to justice initiatives.
Implementation will be through coordinating complex, interdependent workstreams such as e-filing, legislative modernization, trauma-informed training, mobile legal clinics, digital evidence systems, whistleblower frameworks, community paralegal systems, and national dashboards.
This program structure establishes clear strategic and operational accountability. Together, this integrated model will drive the successful delivery of the Tier Implementation Matrix by improving coordination across justice institutions, embedding GEDSI principles, strengthening public trust, and ensuring that transformative reforms are delivered in a timely, transparent, and sustainable manner.
Position Summary:
The Digital Transformation Lead, Justice (“DTL”) will be a core part of the core reform implementation team. Working alongside the Law and Justice Technical Specialist, the DTL will serve as the Ministry of Justice’s principal technical expert responsible for driving the modernisation of digital systems across the justice sector. This role will lead the design, integration, and implementation of technology solutions that enhance justice efficiency, strengthen oversight mechanisms, and improve access to services.
The DTL reports indirectly to the Permanent Secretary for Justice for strategic direction and works under the day-to-day coordination of the Law and Justice Technical Specialist to ensure reform sequencing, system interoperability, and timely delivery of project milestones. This role is critical for ensuring that digital solutions are not developed in isolation but contribute to a coherent, secure, and future-ready justice ecosystem, ensuring alignment with the whole of Government digital transformation led by the Digital Government Transformation Office (DGTO) and the requirements of ITC in terms of digital infrastructure and hosting service.
Although contracted under the Platform’s MSSO, the Digital Transformation Lead will also work in close collaboration with the Platform’s Governance Program – the Australia-Fiji Governance Partnership (AFGP) as the positions aligns with AFGP’s broader governance, economic resilience and reform objectives. As such, the positions will work closely with the FPSP Team Leader, Governance for strategic coherence and alignment, and the FPSP Senior Program Manager, Technology and Governance (TAG) Unit for technical supervision.
