Fiji Program Support Platform (FPSP)

  • Long Term Personnel (locally engaged) 
  • Open to national applicants only
  • Commencing 1 May 2025 and contract until 31 December 2027 with possible extension 
  • Base in Suva, Fiji

Platform Overview:   

The Fiji Program Support Platform (FPSP, or the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment that contributes to the delivery of Fiji’s national development priorities, in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform delivers key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, promote climate action, and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

The Platform has three functional Outcomes: 

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies.
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

 

Program Overview: 

The Fiji Climate Adaptation Program (FCAP) is Australia’s first bilateral climate program in Fiji, an FJD 35 million investment (2026-2029). The program responds to Fiji’s escalating climate threats, particularly floods and cyclones, that threaten lives, livelihoods and infrastructure. FCAP will partner with GoF (led by the Ministry of Agriculture and Waterways (MoAW) and civil society organisations (CSO)s to implement climate resilience activities.

The objective of FCAP is to reduce flood risk and strengthen resilience to flooding through improved water governance, land management, livelihoods and early warning systems.   

FCAP will deliver the following outcomes:  

Strengthened governance & early warning systems to reduce flood risk and mitigate impacts  

  • Strengthened governance & early warning systems to reduce flood risk and mitigate impacts 
  • Support for national/sub-national governance, legal frameworks and planning systems to improve water resource management.  
  • Flood early warning systems and community flood risk plans.  
  • Delivered via technical assistance, capacity building, knowledge exchange and flood warning infrastructure.  

Community-level climate resilience activities to reduce flood risk and mitigate impacts  

  • Grants for practical adaptation in priority catchments.  
  • Activities include nature-based solutions, climate-smart agriculture and ecosystem conservation.

Position Summary: 

The Senior Grants Coordinator will play a key role in the effective management of the Resilience Team’s grants portfolio. The role will provide end‑to‑end coordination across the grant cycle, with increased responsibility for oversight, partner engagement, quality assurance, and risk management.

This will include:

  • Developing and maintaining productive working relationships with grantees  
  • Supporting and providing quality assurance over the development of activity plans and budgets  
  • Monitoring grant implementation, including financial performance and risk management  
  • Reviewing grant deliverables to ensure quality and compliance

The role will also contribute to the Resilience Team’s reporting requirements as they relate to grants and provide guidance and support to partners to strengthen grants management practice. 

Key Responsibilities:

Support the Senior Program Manager (SPM) with efficient coordination and operational support to Resilience Team’s grants portfolio, ensuring compliance with Abt and donor requirements. This includes:

  • Establish and maintain productive and respectful working relationships with CSO partners that ensure locally led development approaches are central to ways of working.  
  • Support the SPM to conduct appropriate due diligence on potential program partners to determine level of risk and identify weaknesses which will be addressed in Partner Agreements and prepare Partner Agreement.
  • Work with the SPM and CSO partners to develop project plans and budgets consistent with approved activities.
  • Maintain a register of grant deliverables, tracking milestones and monitoring compliance with contractual terms and conditions.
  • Proactively follow up on outstanding grantee deliverables and work with partners to resolve issues and ensure timely submission.
  • Monitor/analyse grant spending and activity progress through review of grantee financial and narrative reports and alert the SPM to ensure that the plan is on track.
  • Support risk management across the full grant cycle, including identifying emerging risks and contributing to mitigation strategies.
  • Provide capacity building support to partners to ensure that financial management and progress reporting align with program reporting requirements and are of a high quality.
  • Support the integration of Gender Equality, Disability and Social Inclusion (GEDSI) and Climate and Disaster Resilience across CSO grant activities.
  • Collaborate with the SPM, FPSP and Abt Grants team to develop and refine grants and procurement management procedures and tools as needed.
  • Contribute to the Resilience Team’s monitoring, evaluation and reporting requirements.

Selection criteria

Qualifications  

  • Relevant tertiary qualifications (international development, business, management, etc.)

Skills and Experience

  • Over 4 years of experience coordinating grants in Fiji
  • Experience on climate adaptation and/or GEDSI focused grants  
  • Previous experience on DFAT funded programs will be considered an asset
  • Demonstrated ability to effectively collaborate and build positive working relationships with a variety of stakeholders
  • Demonstrated ability to work under pressure and manage competing priorities within a dynamic environment
  • Demonstrated ability to review deliverables and provide feedback in a constructive manner
