The Role

This role will be responsible for ensuring that key DT Global and Australian Government (DFAT) safeguards compliance requirements are properly implemented across the program.

Roles and Responsibilities

a)     Support implementation of safeguarding across Pacific Australia Skills to ensure compliance with DT Global and DFAT requirements and strengthen safeguarding systems across the program

•    Support the implementation and roll-out of the Safeguards Strategy / Management Plan, policies, and partner toolkit across the program, ensuring safeguarding is embedded as a cross-cutting priority

•     Develop and deliver safeguarding training modules (including Safeguards Standards modules), facilitator guides (basic and advanced), and supporting materials for personnel and downstream partners/contractors (face-to-face and online)

•   Develop safeguarding awareness and communication materials, including videos, translated resources, and behaviour change tools to strengthen understanding and promote safe practices

•       Develop and implement safeguards compliance and monitoring tools, including checklists and risk management dashboards, to support oversight of risks, compliance, and mitigation actions

•     Support safeguards due diligence, capacity assessments, and ongoing monitoring of downstream partners and contractors in line with DFAT minimum standards

•    Provide technical advice and support to country teams to implement safeguarding management plans and mitigation measures, including tailored approaches for smaller Pacific Island Countries, and follow up on progress

•      Develop and coordinate safeguarding preparedness activities (including simulation exercises/fire drills) to strengthen reporting pathways and response mechanisms

•        Ensure safeguarding reporting mechanisms are understood and applied in line with DFAT Child Protection and PSEAH reporting requirements, and support coordination of responses in line with DT Global procedures

•        Provide technical input into program documentation (including terms of reference, workplans, and activity design) to ensure safeguarding considerations are appropriately integrated

•        Support capacity building of program personnel, including Safeguards Focal Points, to strengthen ongoing safeguarding implementation and compliance

•        Develop and implement a succession and transition plan for the Safeguards Manager.

b)     Other tasks:

•    Provide technical advice on safeguarding during program implementation, including drafting and reviewing terms of reference, identifying safeguards deliverables within contracts, workplan implementation and review, and reporting on activity progress and performance

•    Undertake additional safeguarding-related tasks as required to support effective implementation, compliance, and continuous improvement across the program.

Selection Criteria

Essential Experience and Knowledge

·       Master’s degree or bachelor’s with relevant experience, in fields such as Social Science, Environmental Sciences, Development, or a related discipline

·       Minimum 5 years of demonstrable experience related to social and environmental safeguards and/or impact assessment in an international development context.

·       Excellent technical knowledge and good understanding of the international standards of Environmental and Social Safeguard laws and policies as well as the ability to customize it in consideration to the respective ESS policies.

·       Demonstrated experience in translating safeguards policies into practical actions and materials.

·       Good communication skill both in writing and oral including networking and interpersonal skills.

·       Experience in the Asia Pacific Region.

·       Understanding of and commitment to Gender Equality, Disability and Social Inclusion (GEDSI), Child Protection, Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH), prevention of human trafficking, environmental protection, anti-corruption and other DFAT safeguarding policies.
