Job Description

Fiji Program Support Platform (FPSP)

  • Seeking expression of interest from suitably qualified applicants with strong administrative, coordination and executive support experience.  
  • Successful applicants may be considered for placement in one of the following roles:
    • Executive Support Unit (ESU) Senior Administrator with our Platform Management Unit (contract from 01 July 2026 to 31 December 2027 with likely extension)
    • Senior Administration Coordinator, Infrastructure with our Fiji Social Infrastructure Programs (contract commencing asap to 30 June 2027 with likely extension)
  • Roles are Suva-based 

Platform Overview 

FPSP (the ‘Platform’) is a Department of Foreign Affairs and Trade (DFAT) investment which assists DFAT to deliver Fiji’s national development priorities, in line with Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan for Fiji.   

The Platform supports DFAT to deliver key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities will identify and address climate risks, and promote climate action and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs. 

The Platform has three functional Outcomes:   

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments. 

  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies. 

  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 


Opportunities:

1. Executive Support Unit (ESU) Senior Administrator

The Executive Support Unit (ESU) is a core function of the Platform Management Unit (PMU), providing centralised executive coordination, governance support, and contract oversight across the levels of Governance and acting as a key interface between PMU Hubs, Sector Programs, and DFAT to strengthen strategic coherence, consistent governance, and timely delivery.

The Platform is also engaged by DFAT to deliver activities under a Multi‑Sector Services Order (MSSO). As part of DFAT’s commitment to providing flexible and responsive support to the Government of Fiji, this contracting modality enables the Platform to provide advisory, non‑advisory and ad‑hoc support services for DFAT that respond to emerging priorities which do not necessarily align with existing sectoral programs and may operate across a range of Government of Fiji agencies.

The ESU Senior Administrator will sit within the Executive Support Unit (ESU) and will provide high quality administration, coordination, secretariat and planning support to the Senior and Executive Leadership Team and Platform Leader.  

The role plays a key enabling function in strengthening Platfrom-wide coherence, ensuring that executive priorities, governance requirements, and contractual deliverables are coordinated, tracked, and delivered to an agreed standard. The role will also provide dedicated coordination support to the Multi‑Sector Service Order (MSSO) during periods of high Tasking Note volume. 

2. Senior Administration Coordinator, Infrastructure

The Australian Government is currently delivering two social infrastructure programs (Infrastructure Programs) in Fiji:

  1. The New National Hospital Master Plan Program will deliver a comprehensive masterplan for a new national referral hospital in Fiji.
  2. Fiji Social Infrastructure Program will support upgrades to school and health infrastructure, commencing with priority schools and hospitals identified; and provide technical assistance to the Ministries of Education and Health to uplift their systems, process and capacity for maintenance and upgrades over the medium term.

The Senior Administrator, Infrastructure provides administrative, coordination and secretariat support across the infrastructure programs to enable the effective governance and operational coordination of the Infrastructure portfolio under the Fiji Program Support Platform (FPSP).

Working closely with the Infrastructure Lead, Senior Program Managers, Project Managers, the Operations Coordinator and the Platform Management Unit (PMU), the role will facilitate coordination across a broad range of concurrent health and education infrastructure activities. The position contributes to effective portfolio oversight by maintaining program monitoring tools and ensuring key program information is organised and accessible to support decision-making. 

Key Responsibilities

  • Provide high‑quality administrative, executive and secretariat support to senior and executive leadership
  • Coordinate governance and program meetings, including scheduling, agendas, papers, minutes and action tracking
  • Maintain program registers, trackers and monitoring tools to support decision‑making, risk management and delivery
  • Coordinate and support the development of meeting briefs, presentations and correspondence ensuring a high standard of clarity and professionalism
  • Support cross‑team coordination between sector programs, the Platform Management Unit (PMU), Executive Support Unit (ESU) and DFAT
  • Manage information delivery and dissemination across teams and storage of documents and correspondence for internal records and approvals evidence.
  • Maintain eam calendars to support team leave tracking, deliverable tracking, workplan forecasting etc.  
  • Provide responsive coordination support during periods of high activity, which may include support for travel arrangements, event coordination, procurement and recruitment.  
  • Maintain a high level of confidentiality and use a high degree of discretion.

Selection Criteria:

  • Demonstrated experience that aligns with the key responsibilities outlined above, preferably with development programs/organisations.
  • Well-developed and demonstrated administrative, executive support and secretariate skills to professionally and efficiently support leadership teams.  
  • Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience to accommodate change in a complex, high-energy environment.  
  • Strong analytical and writing skills including the preparation of reports and briefs for internal and external stakeholder audiences, including with senior government officials.
  • Experienced user of the Microsoft Office suite of software programs.
