ABOUT THE FRED HOLLOWS FOUNDATION

 

The Fred Hollows Foundation is an international development organisation working to prevent blindness and restore sight. We continue to carry on the legacy of Professor Fred Hollows, who believed every person had the right to quality eye care, no matter where they live. The Foundation has grown to work in more than 25+ countries throughout Africa, South Asia, Southeast Asia, the Middle East and the Pacific, as well as Australia. The Foundation has restored sight to more than 3 million people worldwide. THE OPPORTUNITY

The Project

The Unlock Healthy Learning Program (ATscale Supported Project) is a regional initiative focused on scaling up assistive technology for school-aged children across the Pacific. The program has two areas of focus: 

  • Scale up integrated vision, hearing, and mobility screening to improve access to eyeglasses, hearing aids, and mobility aids for school-aged children.
  • Create a favourable environment for broader assistive technology sector development. 

The program runs from September 2025 to September 2028 and is hosted by UNOPS, implemented under the leadership of Pacific Island governments. A Consortium consisting of The Fred Hollows Foundation (Australia and New Zealand) and the World Health Organisation (WHO) are the implementing partners for Fiji, Samoa, Solomon Islands and Tonga. The Regional Program Coordinator will support delivery across these four countries as part of the FHF–WHO Consortium. 

 

The Role

The Regional Program Coordinator supports the strategic and operational delivery of the ATscale Supported Project across Fiji, Samoa, Solomon Islands and Tonga. Working under the direction of the Regional Program Manager, the Coordinator plays a central role in day-to-day program coordination, financial monitoring, stakeholder support and reporting, ensuring the project is delivered on time, within budget and in alignment with consortium, donor and government priorities. 

 

The role maintains strong working relationships with National ATscale Coordinators in each country, government-appointed ATScale Focal Persons, WHO technical counterparts, and FHF colleagues in Australia and New Zealand. The Coordinator contributes to the cohesion and effectiveness of the FHF–WHO Consortium, supporting the Regional Program Manager to ensure government priorities, technical guidance and Steering Committee directions are translated into effective program implementation. 

 

KEY RESPONSIBILITIES

Program Coordination and Delivery

  • Coordinate day‑to‑day delivery of ATscale program activities across Fiji, Samoa, Solomon Islands and Tonga, ensuring timely implementation aligned with government priorities and consortium strategies.
  • Support development, monitoring and updating of national and regional workplans; track milestones, risks and delays.
  • Liaise with National ATscale Coordinators and consortium partners to support planning, implementation and information sharing.
  • Integrate GEDSI principles, including disability inclusion, gender equity and cultural safety, across all activities.
  • Support regional harmonisation with UNICEF and contribute to concept notes, activity designs and program documentation.

 

Reporting and Knowledge Management

  • Prepare and contribute to high‑quality program reports for donors, partners, governance bodies and leadership.
  • Support MERL activities, including data collation, learning processes and documentation of lessons learned.
  • Develop case studies, communications materials and evidence products demonstrating program impact.
  • Maintain accurate program records and documentation; support Steering Committee preparation and follow‑up.

 

Stakeholder Engagement and Relationships

  • Build strong working relationships with government stakeholders, OPDs, service providers and partners across all countries.
  • Support consortium coordination with WHO through effective communication and joint planning.
  • Coordinate meetings, workshops and stakeholder engagements, including logistics, documentation and action tracking.
  • Contribute to the positive profile and reputation of the Unlock Healthy Learning Program in the Pacific.

 

Financial and Operational Support

  • Track regional and country budgets, support forecasting, and flag financial risks or variances.
  • Monitor expenditure and resolve delivery or procurement bottlenecks in collaboration with finance and operations teams.
  • Coordinate MOUs, partnership agreements, contracts, procurement and operational processes
  • Maintain program risk registers and support timely mitigation actions.

 

Research and Communications

  • Undertake desk‑based research on assistive technology and disability inclusion to inform programming and advocacy.
  • Draft briefs, presentations and communications for governments, donors and partners.
  • Support proposal development, program design and visibility activities to strengthen partnerships and future investment.

 

WHAT YOU’LL NEED TO SUCCEED

  • Minimum 3 years’ experience in program coordination or project management, preferably in multi‑country or regional programs.
  • Experience working in complex, multi‑partner environments, including government, technical agencies and international organisations.
  • Solid understanding of program management fundamentals, including work planning, budgeting, MERL and donor reporting.
  • Experience working in the Pacific region, with strong cross‑cultural capability and commitment to Pacific‑led, inclusive approaches.
  • Excellent organisational skills with the ability to manage multiple priorities and deliver to deadlines
  • Strong written and verbal communication skills, including producing clear reports, briefs and stakeholder communications.
  • Ability to build and maintain respectful, effective relationships with governments, partners and OPDs.
  • High levels of flexibility, sound judgement and professionalism, with the confidence to work independently and escalate when required.
  • Demonstrated integrity, ethics and empathy in all interactions.
