Introduction
IOM Fiji is seeking a consultant to evaluate the overall implementation and outcomes of the “Partnerships for Climate Mobility” project for learning and accountability and to demonstrate project results to project stakeholders and beneficiaries. The specific objectives of the evaluation, therefore, will be to:
A. Highlight the achievement of results
B. Review project relevance, coherence, effectiveness, efficiency, impact and sustainability.
C. Document lessons learned and best practices and provide actionable recommendations for design and implementation of similar projects in the future
D. Assist in assessing value for money for the intervention
Project Context and Scope
The project “Partnerships for Climate Mobility”, funded by UN Trust Fund for Human Security (UNTFHS), builds on the Pacific Climate Change Migration and Human Security (PCCMHS) programme and the newly endorsed Pacific Regional Framework on Climate Mobility. It aims to strengthen resilience and adaptive capacity of vulnerable communities in Fiji and Tuvalu, while generating lessons and policy guidance applicable across all Pacific Island Countries. By promoting inclusive, rights-based approaches to planned relocation, migration, and displacement, the project seeks to ensure that mobility remains a choice, displacement is minimized, and communities are empowered to adapt to climate change.
The project aims to strengthen resilience and adaptive capacity of vulnerable communities facing climate related mobility and disasters in Fiji and Tuvalu, while generating lessons and policy guidance with broad applicability for all Pacific Island Countries.
Responsibilities
The consultant hired to deliver a report on a three-instalment payment basis:
1. First deliverables: Submission and approval of the inception report. Delivered by email by: April 30th, 2026- 20%
2. Second deliverables: Submission of the first draft of the evaluation. Delivered by email by: June 22, 2026- 40%
3. Final deliverables: Approval of the final evaluation brief and the partially completed of the management response matrix. Deliverable by email by June 30th, 2026 - 40 %
Qualifications
Required Qualifications and Experience
Education
A university degree in a relevant field such as climate change, environmental management, social sciences, development studies, or a related discipline.”
Experience
•The evaluator should have at least 8 years of relevant experience in leading evaluation assignments.
•Demonstrated experience in carrying out similar evaluation assignments for projects related to climate change and displacement, community resilience, planned relocation, human rights and gender in Pacific Island contexts.
•Demonstrated capacity to coordinate with and secure key informants (including UN agencies, regional partners, government actors, civil society actors, NGOs, and target communities) for data collection is required.
•Substantive expertise in climate mobility, including climate-induced relocation and migration, with additional relevant experience considered an asset.
•Demonstrated GEDSI expertise, with the ability to apply GEDSI principles throughout the evaluation process.
•Experience working in the Pacific region (Pasifika) is highly desirable, with contextual understanding of regional dynamics, stakeholders, and cultural sensitivities.
Skills
•Excellent analytical,
•oral, and written communication skills in English.
•Experience with peer-to-peer data collection through FGDs, KIIs, survey etc.
•Ability to create graphic visuals on key findings.
•Experience in technical and analytical report writing.
•Experience in working in complex institutional environments.
•Displays cultural, gender, religion, race nationality and age sensitivity and adaptability.
•Ability to work with minimal supervision and to meet deadlines.
•Expertise in research and evaluative techniques and approaches.
Languages
Language: Excellent command of English
For this consultancy, Fluency in English language is required.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Notes
IOM covers Consultants against occupational accidents and illnesses under the Compensation Plan (CP), free of charge, for the duration of the consultancy. IOM does not provide evacuation or medical insurance for reasons related to non-occupational accidents and illnesses. Consultants are responsible for their own medical insurance for non-occupational accident or illness and will be required to provide written proof of such coverage before commencing work.
