Fiji Program Support Platform (FPSP)

  • Long Term Personnel engagement - contract to December 2027 with possible extension

Program Overview: 

FPSP, also referred to as the ‘Platform’, a Department of Foreign Affairs and Trade (DFAT) investment, assists DFAT to deliver Fiji’s national development priorities in line with the Australia’s International Development Policy, the Fiji-Australia Vuvale Partnership and the Development Partnership Plan. 

The Platform assists DFAT to deliver its key bilateral programs, such as health, education, scholarships, social infrastructure, governance, climate and emergency preparedness and response. Platform activities identify and address climate risks, and promote climate action and gender equality, disability and social inclusion (GEDSI) across and beyond the sector programs.

The Platform has three functional Outcomes:  

  1. The Platform has delivered its sector program outcomes, including through supporting strategic coherence, planning, partnerships management, data and learning across the portfolio of investments.
  2. The Platform has prioritised gender equality, disability-inclusive development, and climate and disaster resilience, in its systems and practices. This includes in how it undertakes sector programming and its engagement with selected Government of Fiji (GoF) agencies
  3. The Platform administers timely and efficient programming that is: value for money; maximises use of local supply chains; and supports good governance, and public diplomacy, effective decision making and risk management. 

AFGP Overview: 

Australia Fiji Governance Partnership (AFGP) is a four-year (2025-2029) Department of Foreign Affairs and Trade (DFAT)-funded initiative that partners with the Government of Fiji (GoF) with the aim of supporting more effective, accountable, and inclusive governance, economic and institutional reform in Fiji. AFGP reflects the shared and interrelated policy interests of Australia and Fiji and has three strategic pillars: civil service reform (CSR), economic governance and democratic norms and values. The partnership is a continuation of the Fiji-Australia Institutional Partnerships Program (IPP) which will end in September 2025.  

AFGP is anchored in engaged partnerships and is governed by a Joint Steering Committee (JSC) that comprises DFAT and GoF representatives. In addition, the partnership hosts a bi-annual partnership forum that brings together AFGP’s multilateral, civil society, and government partners. Technical assistance and funding are delivered through AFGP’s two core funding modalities: the Performance and Innovation Fund and the Community Engagement Fund that are accessible to AFGP government and civil society partners, respectively. AFGP is implemented and managed by the Fiji Program Support Platform (FPSP).

Position Summary

The Senior GEDSI Coordinator is a core member of the AFGP and reports to the Team Leader, Governance. The main role of the position is to support the implementation of the AFGP GEDSI Strategy and Action Plan. The Senior GEDSI Coordinator will contribute to the implementation, monitoring and reporting of GEDSI objectives as well as provide advice and support to strengthen integration of GEDSI analysis and practices across AFGP program. The GEDSI Coordinator will work closely with the Platform’s Cross Cutting Priorities Lead and other GEDSI specialized staff within the Platform. The position is expected to work closely with the AFGP management team. . 

Key Responsibilities:

    • Develop and/or support the implementation of the AFGP GEDSI Strategy, including an updated GEDSI analysis, a Gender Action Plan and a Disability Action Plan. 

    • Participate in the annual work planning processes and support the development and implementation of the GEDSI components of the AFGP workplan. 

    • Support the development of reports, papers, dashboards, briefs and other written content related to AFGP’s GEDSI including strategic communications content.  

    • Collaborate with Performance, Learning and Communication Hub to implement monitoring, evaluation and learning processes to monitor GEDSI program outcomes. 

    • Contribute to analysis of stakeholder and activity risk assessments, management and mitigation strategies to ensure a Do No Harm approach. 

    • Support donor reporting ensuring that all GEDSI related analysis and components are developed and submitted in a timely manner.  

    • Support with implementation and any additional reporting and information preparation for forums such as the Community of Practice (COP), Joint Steering Committee (JSC) meeting, the Partner Forum, the Policy and Action Lab (PAL). 

    • Participate and represent AFGP in all Platform related MEL activities including Pause and Reflect, Communities of Practice and other related spaces.   

    • Provide technical support to the Safeguarding Specialist to conduct safeguarding (child protection, PSEAH and fraud) risk assessments, develop corrective action plans and implement mitigation measures to ensure compliance across all safeguarding areas.   

    • Maintain an up-to-date GEDSI tracker and information database to document GEDSI practice. 

    • Engage with and support partner organisations representing women, persons with disabilities and other marginalised or vulnerable groups to strengthen their inclusion in program activities. 

    • Participate in internal and external audits on CP, PSEAH and fraud compliance. 

    • Liaise with Abt Head office in application of CP, PSEAH processes where necessary. 

    • Other duties as requested by Governance Team Lead.

Selection Criteria:

  • Degree graduate in relevant field (gender/women’s studies, law, development studies, social work, public policy).  
  • 3+ years working in related role, preferably in international development.
  • Knowledge and experience in gender equality, disability and social inclusion.  
  • Understanding of computer operating systems, hardware and software  
  • Problem Solving skills.  
  • Strong written and communication skills..
