The position is responsible for managing, Installing and configuring software, hardware and networks and work within a successful and close-knit team utilising product as well as ensuring proper monitoring system performance, troubleshooting issues, efficiency and security. KEY RESPONSIBILITIES The position will achieve its purpose through the following key duties. 1. Analyse Construction Implementation Unit business requirements and objectives and Work with the team and other consultants to develop specific solutions; 2. Two (2) years or more working knowledge of computer systems and its software database designing skills, programming knowledge in with Project Management/Controls or accounting software such as Prolog, Primavera, Unifier Contract Manager, SAP, Oracle, JD Edwards or similar. 2. The position is responsible for the overall management of the payroll services and its related services at Whole of Government level in accordance with the governing financial, employment regulations, legislation, guidelines and orders. The position also provides advisory services at Whole of Government and will lead any change management for better processes and systems.  KEY RESPONSIBILITIES The position will achieve its purpose through the following key duties.  Ensure that payroll payments and its related payments are reviewed, recorded, reconciled and reported within the agreed timelines as per the payroll calendar and the governing financial and employment legislation, regulations, guidelines, orders, procedures and contracts in place. Formulate advisory on the payroll and its related payments and that of any internal/external review of the payroll matters within the agreed timelines and in accordance with the governing financial and employment legislation, regulations, guidelines, orders, procedures and contracts.  Lead any review of the payroll services, its payments and the systems. Conduct scheduled training or awareness on the management of the payroll and its related payments and its systems as and when required. Ensure that the targets/outputs of the work unit, Individual work plans are in place, the unit reports on its performance are prepared within agreed timelines and its subordinates comply with the employment policies and procedures of the organization. Practical, working knowledge of accounting, financial reporting and financial management systems within the Fijian Government or that similar to in a large organization; 3. Practical experience in the application of legislations , regulations, policies and processes. Skills and Abilities 1. Demonstrated knowledge and understanding of financial management information systems, International Accounting standards, Employment related regulations and legislations and the code of conduct of the public service. 2. Ability to analyze and identify problems ( root cause of matters and issues) and provide sound practical recommendations to address matters. 3.
