Monitoring, Evaluation and Performance Adviser to the Ministry of Education (MoE)

• The Monitoring, Evaluation and Performance Adviser will provide technical inputs in support of MoE for the following areas:
• Situational Analysis: Review national education policies, strategic plans, and reform priorities; assess existing monitoring and evaluation, FEMIS, assessment, and reporting systems; map current performance management practices at system, district, and school levels; assess institutional arrangements for the educations sector to put in place a Performance Management Framework; and identify gaps, overlaps and capacity constraints
• Design of the Performance Management Framework: Develop a national education sector performance management framework linking: (i) Vision and strategic objectives, (ii) Key result areas, and (iii) Performance indicators and targets; Align the framework with: (i) National development priorities, and (ii) International commitments (e.g. SDG 4);  Ensure integration with planning and budgeting cycles
• Development of Key Performance Indicators and Tools: Define a balanced set of national education sector KPIs (outcomes, equity, quality, system effectiveness); Develop (i) Sector performance scorecards, (ii) Indicator reference sheets, and (iii) Data sources and reporting frequencies; and Design performance dashboards/templates (non‑technical and technical versions, as appropriate)
• Performance Review and Accountability Mechanisms: Design annual and periodic sector performance review processes; Define roles and responsibilities at: (i) National level, (ii) district level, (iii) School level; and propose mechanisms for feedback, corrective action, and learning. 

Key Deliverables: 

i.    Inception report with methodology and workplan
ii.    Situational analysis report
iii.    National education sector performance management framework, including:

a)    Set of agreed national education sector KPIs
b)    Performance scorecards and reporting templates
c)    Performance management guidelines and SOPs

iv.    Recommendations for the establishment of a sustainable Ministry Monitoring, Evaluation and Performance Function, including staffing options, governance arrangements, capability requirements and implementation roadmap
 

Key Working Relationships:

The Monitoring, Evaluation and Performance Adviser will support MoE, the Permanent Secretary of Education and personnel and the AFEP team. The position will report to the AFEP Team Leader and will receive administrative and technical support from program, as required. The Advisor expected to engage with members of the MoE, AFEP Team, the Education Partner Group and other education stakeholders, as determined necessary to deliver the scope of work. 

Selection Criteria:

Qualifications

• A minimum of a master’s degree in education public policy, monitoring and evaluation, or related fields.

Experience 

• A minimum of 10-years’ experience working with and/or designing national, sector level performance management or results based management systems 
• Strong understanding of education systems and reform processes
• Demonstrative experience/capacity working with quantitative and qualitative methodologies in the education sector
• Experience in capacity building and adult learning methodologies 
• Excellent facilitation, analytical, and report writing skills
• Demonstrable experience of high-level analytical and strategic planning skills
   

Skills and Knowledge

• Knowledge of the Fiji education system is desirable.  
• Understanding of the context and constraints of developing countries in the Pacific region .
