VIA-SUVA - PROJECT MANAGER
What will your role be?
Reporting to and under the authority of the AFD office manager, in coordination with the Pacific Ocean Regional Directorate (DROP) and AFD headquarters, the main responsibilities of the project officer at the Suva office are:
Support for the implementation, monitoring, and development of Suva office projects (regional and bilateral);
Contribution to partnership dialogue (implementing partners, Team Europe, donors, local authorities);
Support for representation, communication, and mission preparation;
In conjunction with the DROP (SPR – Regional Portfolio Monitoring), support for the operational management of the Fiji office portfolio (contractual commitments, deadlines including payments, etc.);
In coordination with the DROP, identification of activities in Fiji for regional projects monitored by Nouméa;
Support for the general organization of the office, coordination of activities, and administrative/secretarial support

Operational support:
Partnership dialogue
Participate in the implementation and development of the AFD portfolio in Fiji
In connection with the office manager, support for prospecting, identification, instruction and monitoring of bilateral or regional projects deployed in Fiji (in loans / guarantees or grants), in particular:
Monitoring the implementation of the regional Pacific Ocean Initiative (IOP) project in the field of sustainable management of coastal and marine ecosystems
Monitoring the implementation of "green finance" projects in connection with partners.
Support for project development in the financial systems sector;
Ad hoc support for ongoing developments in the area of green and resilient infrastructure (flood risk management, drinking water treatment, hydropower);
Liaison for monitoring and promoting the Fiji components of regional projects (health, waste, natural hazards, biodiversity, etc.);
Support for representation and partnership dialogue activities related to "multi-country World" projects with a Fiji component;

Support and participation in dialogue with public authorities, technical and financial partners;
Support for the operational management of the Fiji office portfolio in conjunction with the Regional Directorate of Operations (DROP): monitoring of specific commitments, due diligence, and payments;
Representation and communication support
; Produce and update analytical notes and the AFD mission briefing materials concerning Fiji;
Prepare talking points for meetings and events;
Organize missions for the regional directorate and/or AFD headquarters in Fiji;
Contribute to promote the projects of the AFD Group to partners
Participate in the main meetings and write the reports shared with the DROP and headquarters
Contribute to strategic monitoring on the country and developments in development cooperation, macro and political monitoring
Support the AFD office in Fiji in the management of current activities related to representation; communication; administrative support/small secretariat: contribute to the updating of information and communication materials on the Group's activities, contribute to the organization of events, maintenance and updating of a database, accounting and administrative support etc.
Who are we looking for?
Education and Experience:
A Master's degree (Bac+5) in international relations, international cooperation, development, public affairs, political science, economics, finance, environment, or a related field is required.
Prior professional experience or a significant internship in international development, cooperation, development finance, or project management is preferred.
International experience, particularly in a multicultural environment or with a public institution, donor agency, international organization, or NGO, is an asset.
An interest in sustainable development, climate, biodiversity, sustainable finance, and resilient infrastructure is highly valued.
Languages and Skills:
Excellent command of English, both written and spoken (C1/C2 level or equivalent), is essential given the daily English-speaking work environment and regular exchanges with international authorities and partners.
Excellent writing and summarizing skills in both French and English.
Ability to analyze technical and institutional documents and produce clear and concise memos, reports, talking points, and communication materials.
Proficiency in standard office software (Microsoft Office).
Desired qualities:
Strong adaptability and autonomy within a small representation office and an international environment.
Versatility and the ability to work simultaneously on diverse topics and projects.
Excellent interpersonal and intercultural skills; ease in communicating with high-level stakeholders, public authorities, technical and financial partners, and civil society actors. Strong

Ability to work effectively in a team, including remotely with the Regional Directorate and AFD headquarters.

An affinity for multifaceted professional environments, involving both project monitoring and representation activities, as well as occasional support for the practical and administrative organization of the office.
A strong motivation for a professional experience in the Pacific Islands and the ability to integrate into a different cultural environment are essential.
Location: Suva, Fiji.
Duration of mission: 1 year renewable.

Which team will you be joining?
Within the Pacific Ocean Regional Directorate (DROP), the AFD office in Suva, Fiji, opened in February 2024, with a representative on site responsible for AFD's bilateral and regional activities in Fiji. The project officer will work closely with the head of the Fiji office to support the development and monitoring of these activities. The DROP comprises a dynamic team of 42 people and covers all of AFD's activities in the French overseas territories and 15 Pacific island states, leveraging its network of agencies (Nouméa, Papeete) and new offices (Fiji, Papua New Guinea, Vanuatu) opened in 2024, in accordance with the presidential commitments of July 2023.

Joining us as an International Volunteer in our agency will allow you to gain experience in financing development projects, working closely with our local partners and coordinating with all the Group's departments. Over two years, you will develop your skills to manage complex projects, from the prospecting/sector monitoring phase, through project development, monitoring, and evaluation.
The International Volunteer in Administration (VIA) program is a form of civic service overseen by the French Ministry for Europe and Foreign Affairs (MEAE). It lasts for 12 months and is renewable. VIA is open to candidates of European nationality aged 28 or under. Following confirmation of recruitment by the AFD's Human Resources Department, you should allow three months for administrative and logistical preparations before starting your assignment.
