Description

The Pacific Community (SPC) is the principal scientific and technical organisation in the Pacific region, supporting development since 1947. We are an international development organisation owned and governed by our 26 country and territory members. We are known for our knowledge and innovation in such areas as fisheries science, public health surveillance, geoscience, and conservation of plant genetic resources for food and agriculture.

The Strategy, Performance & Learning (SPL) unit is a specialised unit within the Office of the Director-General, with responsibilities for co-developing SPC Strategic Plan and the necessary methodology, capability and practice for monitoring and reporting against the Strategic Plan. SPL has staff based at our headquarters in Noumea, as well as our regional office in Suva. We provide whole of organization service (Secretariat and member) through i) Strategy and Planning; ii) Monitoring, Evaluation & Learning; iii) Programming and Design. Our work is focused on creating the conditions for change, grounded in contextually relevance and culturally responsive practice.

The role – Pacific MEL Capacity Intern will support the MEL Priority Group in its efforts towards exploring current approaches and co design standardisation of MEL system and capacity assessment processes across the SPC, using the Rebbilib framework as a guiding compass. The intern will act as Secretariat, contribute to the development of practical tools, structured resources, and curated learning pathways to enable organisations to assess and strengthen their MEL systems. This internship will provide an opportunity to gain hands-on experience in MEL systems strengthening, knowledge management, and regional capacity development in an international and Pacific-focused context.

The key responsibilities of the role include:

• Establish regular meetings, documenting discussions and outcomes and preparing updates for the full MELnet.
• MEL system diagnostic development:
  • Support the development and refinement of standardised survey/tool to diagnose MEL systems and organizational capability.
  • Ensure alignment of the diagnostic tool with the domains of the Rebbilib framework.
  • Assist in testing, iterating, and documenting the tool for usability.
• Knowledge and Resource organisation:
  • Collect, review, and sort existing MEL tools, frameworks, and materials from SPC and MELnet partners.
  • Categorise resources based on function, relevance, and MEL system domains.
• Mapping tools to the Rebbilib Framework:
  • Identify and map tools and resources to specific domains and sub-domains of the Rebbilib framework.
  • Highlight tools relevant at different assessment stages (e.g., diagnostic, strengthening, learning).
  • Support the identification of gaps in available tools and resources.
• Structured Knowledge repository development:
  • Establish a clear folder structure and digital repository organised by Rebbilib sub-domains.
  • Create categories for different levels of MEL maturity:
    • Beginning
    • Progressing
    • Established
  • Ensure the repository is user-friendly, accessible, and scalable.
• Curate MEL capacity strengthening journeys:
  • Support the design of curated MEL development pathways (journeys) for organisations.
  • Align recommended tools and resources to:
    • Different levels of MEL maturity
    • Specific Rebbilib domains and sub-domains
    • Develop simple guidance notes to help users navigate the journey.
    • Document any journeys that may take place

Key selection criteria

Applicants must be either:

• A university student enrolled at a tertiary student institution in Fiji in a programme of study such as Pacific MEL Diploma or related field of study where professional experience is required to obtain academic credits.
• An individual who has graduated from a relevant undergraduate degree such as Pacific MEL Diploma or related field of study within the last 12 months and wishes to gain professional experience in their field of study.

Salary, terms and conditions

Required starting date – As soon as possible.

Allowance – FJD $20 to $40 per day.

Duration – full-time internship available for 6 months. The duration of the internship will depend upon the tertiary institution’s course requirement for a work experience attachment and not exceeding 6 months.

Working hours – Monday to Friday 8:00 am–4:30 pm.
