Nurse Unit Manager (Eye Department)

Job Description & Skills/Qualifications Required

To provide overall management and operational leadership for Nurses working in Eye Dept. Ensuring that nursing practice is carried out in a safe and effective practice environment that supports quality management of patients in which specialized eye nursing care is provided by practicing within philosophy, standards and policies of CWMH.  

Key Responsibilities

1. Provide operational and clinical leadership to all eye care nurses and NGO (PEI) staff, ensuring high-quality, evidence-based nursing care aligned with the business plan, policies, and the nursing scope of practice.

2. Ensure compliance with national regulations and nursing legislation, including the MOHMS policies, Public Service Commission regulations, Nursing Act (2011), and Nursing Scope of Practice (2017), and contribute to policy and guideline updates through the Nursing Advisory Committee.

3. Manage and coordinate the nursing workforce by overseeing staffing, rostering, supervision, and performance appraisals to ensure efficient and effective service delivery within the Eye Centre.

4. Oversee the management and utilization of resources—including equipment, consumables, and supplies—to maintain service efficiency, productivity, and high standards of patient care.

5. Promote effective communication and collaboration with patients, families, staff, the Ministry, and external stakeholders to ensure coordinated and patient-centred care.

6. Facilitate continuous professional development by ensuring all staff participate in ongoing education, skills training, and competency development in eye and general nursing.

7. Maintain accurate and timely records management by ensuring compliance with documentation standards, including patient care plans, reports, and electronic systems such as PATIS.

8. Drive continuous quality improvement and compliance with clinical standards, infection prevention and control, emergency nursing, and disciplinary guidelines, while actively contributing to Ministry planning, budgeting, and recruitment activities.

Knowledge & Experience

  1. Proven experience and comprehensive understanding of the Fiji Nursing Act (2011) the registered nurses Scope of Practice and the Nurses Code of Conduct, the Constitution of Fiji and other applicable employment legislations and acts.
  2. Possess knowledge of general administration work in a nursing environment at eye department with experience in working as an effective team member.
  3. Have the Capacity to utilize computer programs to support the operations of complex organization.
  4. Have excellent customer relations and compliance to the hospital administration policies and practice.
  5.  Has broad knowledge on quality improvement systems and experience in the implementation of new systems and introduction of significant change.
  6. 6. Must have good communication skills and possesses a good command of spoken and written English.

Skills & Abilities

  1. Demonstrates the ability to provide leadership and work effectively within a team environment to achieve unit goals.
  2. Must possess sound analytical, problem-solving skills in resource constrained and time remote environment.
  3. Be able to demonstrate clinical decision making and diagnostic reasoning for eye services and adopts a critical approach to ophthalmic care through reflection on practice.
  4. Demonstrates capacity and experience responding effectively to natural disasters and disease outbreak in collaboration with eye team.
  5. Has the ability to teach, train, mentor the subordinates on any new policies, guidelines and support the continuous professional development of nurses.
  6. Service oriented approach, with a commitment to supporting the operational/ corporate environment of the organization.

Key Performance Indicators

Performance will be measured through the following indicators:

1. Maintain compliance and adherence to policies, standards, guidelines and timeframes of the Eye Dept. deliverables as per CWMH and Nursing Business plans.

2. Manage and maintain an effective and efficient program including submission of monthly, quarterly and annual reports and outcomes are actioned in a timely and effective manner.

3. Effective and timely supervision of Nursing team’s activities and performance appraisals are carried out to ensure individual work plans are achieved.

4. Maintains professional development of knowledge and skills for management competency or active participation in quality improvement programs.
